An Act

concerning the State House cafe and
supplementing P.L.1999, c.146.�

����
Be It
Enacted
by the Senate and General Assembly of
the State of New Jersey:

���� 1.� Notwithstanding any law,
rule, or regulation to the contrary, the Business Enterprise New Jersey program
administered by the Commission for the Blind and Visually Impaired of the
Department of Human Services shall permit county vocational schools to operate
the State House Annex cafe.�

���� The Department of Human
Services shall, in accordance with the "Administrative Procedure
Act," P.L.1968, c.410 (C.52:14B-1 et seq.), adopt rules and regulations as
necessary to implement this act.

���� 2.� This act shall take effect
on the first day of the third month next following enactment, except that the Commission
for the Blind and Visually Impaired of the Department of Human Services may
take any anticipatory administrative action in advance as shall be necessary
for the implementation of this act.

STATEMENT

���� Under this bill, the Business
Enterprise New Jersey (BENJ) program administered by the Commission for the
Blind and Visually Impaired of the Department of Human Services will allow
county vocational schools to operate the State House Annex cafe.� Current law
provides for the operation of the State House cafe through the BENJ, but only
by visually impaired persons.�
