An Act
concerning child care services and supplementing Title
38A of the Revised Statutes.

Be It
Enacted
by the Senate and General Assembly of
the State of New Jersey:

���� 1.� a.� Notwithstanding any
law, rule, or regulation to the contrary, the Division of Family Development in
the Department of Human Services shall issue a voucher for reimbursement of the
full cost of child care services incurred by a veteran whenever the veteran�s child
is enrolled in a child care center licensed pursuant to P.L.1983, c.492
(C.30:5B-1 et seq.) to allow the veteran to receive:

���� (1) non-medical services at a United
States Veterans� Administration Center; or

���� (2) inpatient or outpatient
services at any health care facility which is part of the VA New Jersey
Healthcare System.

���� b.� As used in this section,
�veteran� means an individual who served as a member of a Reserve component of
the Armed Forces of the United States, or as a member of the National Guard, or
on active duty in the Armed Forces of the United States, and who was honorably
discharged or released under honorable circumstances from active service.

���� 2.� The Department of Human
Services, in consultation with the Commissioner of Veterans' Affairs, shall
promulgate rules and regulations, pursuant to the "Administrative
Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) as may be necessary
to effectuate the purposes of this act.

���� 3. �This act shall take effect
immediately.

STATEMENT

���� This bill requires the
Division of Family Development in the Department of Human Services to issue a
voucher for reimbursement of the full cost of child care services incurred by a
veteran whenever the veteran�s child is enrolled in a licensed child care
center to allow the veteran to receive:� (1) non-medical services at a Unted
States Veterans� Administration Center; or (2) inpatient or outpatient services
at any health care facility which is part of the VA New Jersey Healthcare
System.

���� As used in the bill, �veteran�
means an individual who served as a member of a Reserve component of the Armed
Forces of the United States, or as a member of the National Guard, or on active
duty in the Armed Forces of the United States, and who was honorably discharged
