An Act
prohibiting counties from charging recording fees to
volunteer first responders and supplementing N.J.S.22A:4-4.1.

Be It
Enacted
by the Senate and General Assembly of
the State of New Jersey:

���� 1.� a.� For the purposes of
this section:

���� �Volunteer first responder�
means a volunteer firefighter, volunteer member of a duly incorporated first
aid, emergency, ambulance, or rescue squad association, or any other individual
who, in the course of volunteer services, is dispatched to the scene of a motor
vehicle accident or other emergency situation for the purpose of providing
medical care or other assistance.

���� b.� Notwithstanding the
provisions of N.J.S.22A:4-4.1 to the contrary, county clerks and registers of
deeds and mortgages, in counties having such offices, shall not charge the fees
enumerated in N.J.S.22A:4-4.1 to an individual who certifies, in a form and
manner to be determined by the Director of the Division of Local Government
Services in the Department of Community Affairs, that the individual is a
volunteer first responder having engaged in volunteer first response services in
the previous 12 months.

���� 2. �This act shall take effect
on the first day of the third month next following enactment.

STATEMENT

���� This bill prohibits county
clerks and registers of deeds and mortgages from charging county recording fees
to individuals who certify, in a form and manner determined by the Director of
the Divisions of Local Government Services in the Department of Community
Affairs, that they are a volunteer first responder that has engaged in
volunteer response services in the previous 12 months.�

���� The bill is to take effect on
the 30th day next following enactment.
