The
Office of Legislative Services (OLS) determines that this legislation has no
overall fiscal impact on the State. �The legislation does not alter the total
amount of revenue collected or expended from the State�s cigarette tax and tobacco
and vapor products tax.� Rather, the bill shifts an estimated $10.0 million
predominantly from the dedicated Health Care Subsidy Fund to the Cancer
Research Fund that the bill newly establishes.
BILL DESCRIPTION
����� This bill dedicates $10.0 million of annual cigarette
tax collections to the New Jersey Commission on Cancer Research through a newly
established dedicated, non-lapsing Cancer Research Fund within the Department
of the Treasury.� Fund balances are to be used for cancer research project
grants approved by the commission, with at least $5.0 million to be used to
fund general cancer research and at least $5.0 million to fund pediatric cancer
research.�

which promotes research in New Jersey into the causes, prevention, treatment,
and palliation of cancer and serves as a resource to providers and consumers of
cancer services.

����� The OLS notes that permanent statutes dedicate $1.0
million of cigarette tax revenue collections to the New Jersey Commission on
Cancer Research annually but that the annual appropriations acts have superseded
this requirement for over a decade.� Instead, the commission has received
annual appropriations.� Most recently, the commission has received a $4.0
million appropriation each year from FY 2022 through FY 2026.
