        AN ACT to amend the  environmental  conservation  law,  in  relation  to
          exempting  school  buses from certain regulations on the percentage of
          zero-emission vehicles in manufacturers' sales fleets

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section  1. Section 19-0306-b of the environmental conservation law is
     2  amended by adding a new subdivision 6 to read as follows:
     3    6. NOTWITHSTANDING ANY OTHER LAW, RULE OR REGULATION TO THE  CONTRARY,
     4  NO  REGULATION  RELATING  TO THE PERCENTAGE OF ZERO-EMISSION VEHICLES IN
     5  MANUFACTURERS' SALES  FLEETS  OF  MEDIUM-DUTY  AND  HEAVY-DUTY  VEHICLES
     6  ESTABLISHED OR ENFORCED PURSUANT TO THE PROVISIONS OF THIS SECTION SHALL
     7  APPLY TO SCHOOL BUSES.
     8    § 2. This act shall take effect immediately.
