        AN  ACT  to  amend  the  public health law, in relation to examining and
          reporting on cost reports from licensed home care service agencies

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section  1.  Subdivision  27 of section 32 of the public health law is
     2  renumbered subdivision 28 and a new subdivision 27 is added to  read  as
     3  follows:
     4    27. (A) TO EXAMINE THE LICENSED HOME CARE SERVICES AGENCIES AND FISCAL
     5  INTERMEDIARIES COST REPORTS AND REPORT BACK TO THE LEGISLATURE BY DECEM-
     6  BER FIRST, TWO THOUSAND TWENTY-SEVEN.  SUCH EXAMINATION SHALL INCLUDE AN
     7  ANALYSIS  OF ALL COSTS INCLUDING WAGES PAID, GENERAL OVERHEAD, TRAINING,
     8  TECHNOLOGY, HUMAN RESOURCES  AND  OTHER  ADMINISTRATIVE  COSTS  AND  ANY
     9  MARGIN.  SUCH  ANALYSIS  SHALL  ALSO  INCLUDE A COMPARISON BY REGION AND
    10  PROVIDER TYPE;
    11    (B) TO MAKE RECOMMENDATIONS TO THE LEGISLATURE ON IMPROVEMENTS IN  THE
    12  ACTUAL  COST  REPORTS SPECIFIED IN PARAGRAPH (A) OF THIS SUBDIVISION AND
    13  THE RELATED INSTRUCTIONS; AND
    14    § 2. This act shall take effect on the thirtieth day  after  it  shall
    15  have become a law.
