        AN  ACT to amend the parks, recreation and historic preservation law, in
          relation to giving state residents reservation  preference  for  state
          parks and recreational facilities

          THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section 1. The parks, recreation  and  historic  preservation  law  is
     2  amended by adding a new section 13.22 to read as follows:
     3    §  13.22  STATE  RESIDENT  RESERVATION PREFERENCE. NOTWITHSTANDING ANY
     4  OTHER PROVISION OF LAW, THE COMMISSIONER OR OTHER  STATE  AGENCY  HAVING
     5  JURISDICTION  OF A STATE PARK OR RECREATIONAL FACILITY IS AUTHORIZED AND
     6  DIRECTED TO MODIFY THE EXISTING SYSTEM FOR RESERVING SPACE  IN  A  STATE
     7  PARK  WHICH  SHALL ALLOW INDIVIDUALS TO MAKE RESERVATIONS FOR STATE PARK
     8  CABINS AND CAMPSITES, INCLUDING FOR RV, TENT, BOAT, AND EQUESTRIAN CAMP-
     9  ING, AS FOLLOWS:
    10    (A) FOR NEW YORK RESIDENTS, RESERVATIONS UP TO TEN MONTHS IN ADVANCE.
    11    (B) FOR  NON-STATE  RESIDENTS,  RESERVATIONS  UP  TO  NINE  MONTHS  IN
    12  ADVANCE.
    13    (C) A NEW YORK RESIDENT WHO WISHES TO BOOK A STATE PARK CABIN OR CAMP-
    14  SITE MORE THAN NINE MONTHS IN ADVANCE SHALL PROVIDE THEIR VALID NEW YORK
    15  STATE DRIVER'S LICENSE OR IDENTIFICATION CARD UPON CHECK-IN AT THE STATE
    16  PARK OR RECREATION FACILITY AT WHICH THEY MADE SUCH RESERVATION.
    17    §  2.  This  act shall take effect on the first of May next succeeding
    18  the date on which it shall have become a law. Effective immediately, the
    19  addition, amendment and/or repeal of any rule  or  regulation  necessary
    20  for  the implementation of this act on its effective date are authorized
    21  to be made and completed on or before such effective date.
