        AN  ACT  to amend the election law, in relation to deeming certain nomi-
          nating or designating petitions to be permeated with fraud and invali-
          dating the filings made by a contested candidate

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section  1.  Section 16-102 of the election law is amended by adding a
     2  new subdivision 5 to read as follows:
     3    5. WHERE THE COURT HAS DETERMINED THAT A CUMULATIVE TOTAL  OF  TWENTY-
     4  FIVE PERCENT OR MORE OF ALL SIGNATURES ON A PETITION ARE FRAUDULENT, THE
     5  COURT  SHALL  ISSUE  A FINAL ORDER DECLARING THE ENTIRE PETITION INVALID
     6  AND PERMEATED WITH FRAUD.
     7    § 2. This act shall take effect immediately.
