        AN ACT to amend the executive law, in relation to directing  the  office
          of  children  and family services to establish a center for fatherhood
          initiatives

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section  1. The executive law is amended by adding a new section 501-i
     2  to read as follows:
     3    § 501-I. THE CENTER FOR  FATHERHOOD  INITIATIVES.    THERE  IS  HEREBY
     4  ESTABLISHED WITHIN THE OFFICE OF CHILDREN AND FAMILY SERVICES THE CENTER
     5  FOR  FATHERHOOD INITIATIVES. THE CENTER FOR FATHERHOOD INITIATIVES SHALL
     6  ISSUE GRANTS TO ANY AND ALL  INITIATIVES  REGARDING  THE  PROMOTION  AND
     7  ADVANCEMENT OF FATHERHOOD, INCLUDING BUT NOT LIMITED TO ALL MARGINALIZED
     8  FATHERHOOD  GROUPS  TO  HELP  EXPAND  OPPORTUNITIES TO IMPROVE PARENTING
     9  KNOWLEDGE, ATTITUDES, AND SELF-EFFICACY.    THE  CENTER  FOR  FATHERHOOD
    10  INITIATIVES  SHALL  ALSO  PROVIDE SUCH SERVICES. THE COMMISSIONER OF THE
    11  OFFICE OF CHILDREN AND FAMILY SERVICES SHALL  PROMULGATE  ANY  NECESSARY
    12  RULES  AND REGULATIONS FOR THE ESTABLISHMENT, OPERATION, AND MAINTENANCE
    13  OF THE CENTER FOR FATHERHOOD INITIATIVES.
    14    § 2. This act shall take effect immediately.
