        AN  ACT  to  amend  the public authorities law, in relation to requiring
          public utility authorities to obtain legislative approval before rais-
          ing rates or fees

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section  1.    The  public  authorities law is amended by adding a new
     2  section 2859 to read as follows:
     3    § 2859. RATES AND FEES; PUBLIC UTILITY AUTHORITIES.  NO PUBLIC UTILITY
     4  AUTHORITY OPERATING UNDER ARTICLE FIVE OF THIS CHAPTER SHALL  RAISE  ANY
     5  RATES OR FEES, OR IMPOSE ANY NEW RATES OR FEES, FOR THE USE OF UTILITIES
     6  PROVIDED  BY  SUCH  PUBLIC  UTILITY  AUTHORITY,  WITHOUT FIRST OBTAINING
     7  APPROVAL FROM THE STATE LEGISLATURE.
     8    § 2. This act shall take effect immediately.
