        AN ACT to amend the public health law, in relation to providing informa-
          tion on concussions to parents and guardians of children participating
          in soccer programs

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section 1. This act shall be known and may be cited as the "concussion
     2  safety act".
     3    § 2. Section 2595 of the public health law, as added by chapter 243 of
     4  the laws of 2019, is amended to read as follows:
     5    §  2595.  Football AND SOCCER programs; information on concussions. 1.
     6  All tackle football programs AND SOCCER  PROGRAMS  in  the  state  shall
     7  provide  an  informational  packet  about concussions and sub-concussive
     8  blows, and the injuries that might occur as a result of  receiving  such
     9  blows, to the parents or guardians of all children participating in such
    10  tackle  football  program  OR  SOCCER  PROGRAM. The informational packet
    11  shall be provided by the department and shall be available to  be  down-
    12  loaded free of charge from the department's website.
    13    2.  For  the purposes of this section, "tackle football program" shall
    14  include any practice, game or other activity which involves engaging  in
    15  tackle  football and which is organized by a school, adult, or public or
    16  private league or other entity whose purpose is  to  allow  children  to
    17  participate in contact football.
    18    3.  FOR  THE  PURPOSES OF THIS SECTION, "SOCCER PROGRAM" SHALL INCLUDE
    19  ANY PRACTICE, GAME OR OTHER ACTIVITY WHICH INVOLVES ENGAGING  IN  SOCCER
    20  AND  WHICH  IS ORGANIZED BY A SCHOOL, ADULT, OR PUBLIC OR PRIVATE LEAGUE
    21  OR OTHER ENTITY WHOSE PURPOSE IS TO ALLOW  CHILDREN  TO  PARTICIPATE  IN
    22  SOCCER.
    23    § 3. This act shall take effect immediately.
