        AN ACT to amend the state finance law,  in  relation  to  directing  the
          comptroller  to  examine  and  audit  appropriations and contracts for
          short-term humanitarian aid  including  shelter  services  to  migrant
          individuals and families

          THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section 1. Legislative intent. The legislature hereby finds  that  the
     2  state  of  New  York  and the city of New York have a migrant crisis and
     3  that as the city of New York distributes funding for the relief of  this
     4  migrant crisis, such funds should have oversight from the comptroller of
     5  the state of New York on how such funding is spent.
     6    §  2.  Section 8 of the state finance law is amended by adding two new
     7  subdivisions 21 and 22 to read as follows:
     8    21. NOTWITHSTANDING ANY INCONSISTENT PROVISION  OF  LAW,  EXAMINE  AND
     9  AUDIT  ALL FUNDS APPROPRIATED FOR HUMANITARIAN AID, INCLUDING SHORT-TERM
    10  SHELTER SERVICES, TO MIGRANT INDIVIDUALS AND FAMILIES,  INCLUDING  COSTS
    11  ASSOCIATED  WITH  HUMANITARIAN EMERGENCY RESPONSE AND RELIEF CENTERS FOR
    12  MIGRANT INDIVIDUALS ENTERING  SHORT-TERM  SHELTERS  ON  OR  AFTER  APRIL
    13  FIRST,  TWO  THOUSAND  TWENTY-TWO IN THE CITY OF NEW YORK, AND INCLUDING
    14  PUBLIC ASSISTANCE BENEFITS AND/OR OTHER  BENEFITS  PROVIDED  TO  MIGRANT
    15  INDIVIDUALS  AND  FAMILIES.  UPON THOROUGH EXAMINATION, AUDIT, AND IDEN-
    16  TIFICATION OR PROPORTIONALITY OF DISTRIBUTIONS, MAKE  A  REPORT  TO  THE
    17  LEGISLATURE CONTAINING SAID FINDINGS PRIOR TO THE CONVENING OF ITS ANNU-
    18  AL SESSION.
    19    22.  NOTWITHSTANDING  ANY  INCONSISTENT  PROVISION OF LAW, EXAMINE AND
    20  AUDIT ALL CONTRACTS ENTERED INTO BY THE CITY OF NEW YORK FOR HUMANITARI-
    21  AN AID, INCLUDING SHORT-TERM SHELTER SERVICES,  TO  MIGRANT  INDIVIDUALS
    22  AND FAMILIES, INCLUDING CONTRACTS ASSOCIATED WITH HUMANITARIAN EMERGENCY
    23  RESPONSE  AND RELIEF CENTERS FOR MIGRANT INDIVIDUALS ENTERING SHORT-TERM

     1  SHELTERS ON OR AFTER APRIL FIRST, TWO THOUSAND TWENTY-TWO IN THE CITY OF
     2  NEW YORK, AND INCLUDING CONTRACTS FOR PUBLIC ASSISTANCE BENEFITS  AND/OR
     3  OTHER  BENEFITS PROVIDED TO MIGRANT INDIVIDUALS AND FAMILIES. UPON THOR-
     4  OUGH  EXAMINATION,  AUDIT,  AND  IDENTIFICATION  OR  PROPORTIONALITY  OF
     5  DISTRIBUTIONS, MAKE A REPORT TO THE LEGISLATURE CONTAINING SAID FINDINGS
     6  PRIOR TO THE CONVENING OF ITS ANNUAL SESSION.
     7    § 3. This act shall take effect immediately.
