        MOURNING  the  death of Carl L. Marcellino, former
        New York State Senator and distinguished citizen  of
        his community

  WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens  of  the  State  of  New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and

  WHEREAS, Carl Louis  Marcellino,  of  Syosset,  New  York,  died  on
February 18, 2026, at the age of 83; and

  WHEREAS, Carl Marcellino was born in Brooklyn, New York, on December
23,   1942;  he  attended  public  schools  in  Queens;  furthering  his
education, he earned a Bachelor of Arts and a Master of Science from New
York  University  and  a  Professional  Diploma  in  Administration  and
Supervision from St. John's University; and

  WHEREAS,   After   a   22-year  career  as  a  science  teacher  and
administrator in the New York City school system,  Carl  Marcellino  was
elected  as  the  Oyster  Bay  Town  Clerk, a position he held until his
Senate special election on March 14, 1995; and

  WHEREAS, From 1995-2008, Carl Marcellino served as Chairman  of  the
Senate  Environmental  Conservation  Committee, building a reputation as
the champion of significant environmental legislation  by  writing  more
than 100 environmental laws; and

  WHEREAS,   Just   a   few   of   Carl   Marcellino's   environmental
accomplishments are the landmark Brownfield/Superfund  Reform  Law,  the
Pesticide  Notification Law, and the Nation's first law to phase out the
groundwater contaminate MTBE from gasoline; and

  WHEREAS, In 2011, Carl Marcellino was named Chairman of  the  Senate
Investigations and Government Operations Committee which was integral to
rebuilding after Superstorm Sandy; and

  WHEREAS,  In  2015, Carl Marcellino was named Chairman of the Senate
Education Committee; his top priority was to increase education aid  and
permanently  eliminate  the Gap Elimination Adjustment (GEA) policy; his
efforts led to $2 billion in new education funding; and

  WHEREAS, During his tenure as Senator, Carl Marcellino held numerous
titles and positions, including Majority Whip  of  the  Senate  Majority
Conference,  member  of  the Senate Committees on Finance, Rules, Labor,
Environmental Protection,  Cultural  Affairs,  Tourism,  and  Parks  and
Recreation; and

  WHEREAS,  Additionally,  Carl  Marcellino was Chairman of the Oyster
Bay Western Waterfront Committee, founding member of the State  Advisory
Board  of  the National Environmental Policy Institute, President of the
New York Conference of Italian-American State Legislators, and  Chairman
of the National Council of State Governments; and


  WHEREAS,  Carl Marcellino was also the National Chair of the Council
of State Governments (CAG) and a respected regional leader  on  the  CSG
East Energy and Environmental Committee; and

  WHEREAS,  Carl  Marcellino's  efforts  earned him several honors and
awards, including  "Conservationist  of  the  Year"  by  the  Adirondack
Council  and "Legislator of the Year" by the Environmental Advocates and
the Neighborhood Network; he was honored  by  the  New  York  State  Bar
Association  and  granted a Legislative Leadership Award by the National
Brownfield Association; and

  WHEREAS, Leaving behind a remarkable legacy of public service,  Carl
Marcellino is survived by his wife, Patricia; son, Carl; daughter, Jean;
and several grandchildren; now, therefore, be it

  RESOLVED,  That  this Legislative Body pause in its deliberations to
mourn the death of Carl Marcellino and to honor his enduring legacy; and
be it further

  RESOLVED, That a copy of this  Resolution,  suitably  engrossed,  be
transmitted to the family of Carl Marcellino.
