Senate Resolution No. 2294

BY: Senator HARCKHAM

        MOURNING the death of Carlos Torres, distinguished
        citizen and devoted member of his community

  WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens  of  the  State  of New York whose lifework and civic endeavors
served to enhance the quality of life in their communities and the great
State of New York; and

  WHEREAS, Carlos (Tito) Torres of Elmsford, New York, died  on  April
19, 2026, at the age of 52; and

  WHEREAS,  Born  on May 7, 1973, in Brooklyn, New York, to Iris Colon
and Roberto Torres where he grew up with  his  brothers  Henry  and  Joe
Colon,  Carlos Torres was a United States Marine veteran known by family
and friends for his "infectious smile," sense of humor, and strong  work
ethic; and

  WHEREAS,  On  September 9, 2000, Carlos Torres married his soulmate,
Fabiana Torres (Lamela), and together they built a life defined by love,
laughter and family; and

  WHEREAS, Carlos Torres distinguished himself in his  profession  and
by his sincere dedication and substantial contribution to the welfare of
his community; and

  WHEREAS,  Carlos  Torres  spent 24 years working in Elmsford's Water
Department and also served the community in multiple roles, including as
a firefighter and police constable; and

  WHEREAS, Carlos Torres' commitment to excellence, and his spirit  of
humanity,   carried  over  into  all  fields  of  enterprise,  including
charitable and civic endeavors; and

  WHEREAS, Beyond his municipal work, Carlos Torres worked in security
roles  in  recent  years,  including  as  a  supervisor  at  Shrub   Oak
International  School  and  his  history of service included life-saving
efforts recognized by local officials; and

  WHEREAS, In one instance, Carlos Torres helped rescue an elderly man
from a house fire, using his own clothing to keep the victim warm before
rushing him to an ambulance;  he  also  assisted  in  freeing  a  driver
trapped  in a crash involving a utility pole under dangerous conditions;
and

  WHEREAS, After Carlos Torres' death, Elmsford Mayor Robert  Williams
ordered  village  flags  lowered  to  half-staff  from Monday, April 20,
through Thursday, April 23, 2026, in his honor; and

  WHEREAS, Carlos Torres' life was marked by generosity, patience, and
an enduring love for his family and community; and

  WHEREAS, Carlos Torres is survived by his devoted wife of 25  years,
Fabiana   Torres;   his   children  Errol  (Veronica)  and  Xavier;  his

granddaughter, Khaleesi; and his extended family members which he adored
and whom all loved him dearly; and

  WHEREAS,  Armed  with a humanistic spirit and imbued with a sense of
compassion, Carlos Torres leaves behind a legacy which will long  endure
the  passage  of  time  and will remain as a comforting memory to all he
served and befriended; now, therefore, be it

  RESOLVED, That this Legislative Body pause in its  deliberations  to
mourn  the  death  of  Carlos  Torres, distinguished citizen and devoted
member of his community; and be it further

  RESOLVED, That a copy of this  Resolution,  suitably  engrossed,  be
transmitted to the family of Carlos Torres.
