          nance

        AN  ACT  to  amend  the  public  officers  law, in relation to exempting
          student interns from the two-year lobbying prohibition

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section  1.  Subparagraph  (iii)  of paragraph (a) of subdivision 8 of
     2  section 73 of the public officers law, as amended by chapter 14  of  the
     3  laws of 2007, is amended to read as follows:
     4    (iii)  No  person  who has served as a member of the legislature shall
     5  within a period of two years  after  the  termination  of  such  service
     6  receive  compensation  for  any  services on behalf of any person, firm,
     7  corporation or association to promote or oppose, directly or indirectly,
     8  the passage of bills or resolutions by either house of the  legislature.
     9  No  legislative  employee,  EXCEPT  FOR  STUDENT  INTERNS  PARTICIPATING
    10  THROUGH A COLLEGE, UNIVERSITY OR LEGISLATIVE  PROGRAM,  shall  within  a
    11  period  of  two  years  after  the  termination  of such service receive
    12  compensation for any services on behalf of any person, firm, corporation
    13  or association to appear, practice or directly communicate before either
    14  house of the legislature to promote or oppose the passage  of  bills  or
    15  resolutions by either house of the legislature.
    16    §  2.  This  act shall take effect on the thirtieth day after it shall
    17  have become a law.
