          cations

        AN  ACT in relation to establishing the climate leadership and community
          protection act cost task force

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section  1.  Climate leadership and community protection act cost task
     2  force. 1. There is hereby created, within  the  New  York  state  energy
     3  research  and  development authority, a climate leadership and community
     4  protection act cost task force, which shall consist of fourteen  members
     5  to be appointed as follows:
     6    (a)  The  president of the New York state energy research and develop-
     7  ment authority or their designee;
     8    (b) The commissioner of environmental conservation or their designee;
     9    (c) The commissioner of the department  of  public  service  or  their
    10  designee;
    11    (d) The president of the New York power authority or their designee;
    12    (e) One member to be appointed by the governor;
    13    (f)  One  member  to  be  appointed  by the temporary president of the
    14  senate;
    15    (g) One member to be appointed by the speaker of the assembly;
    16    (h) One member to be appointed by the minority leader of the senate;
    17    (i) One member to be appointed by the minority leader of the assembly;
    18    (j) One member to be appointed by the New York energy coalition;
    19    (k) One member to be appointed by the independent power  producers  of
    20  New York;
    21    (l)  One  member  to  be  appointed by the New York independent system
    22  operator;
    23    (m) One member to be appointed by the business  council  of  New  York
    24  state; and

     1    (n) One member to be appointed by the largest group representing rate-
     2  payers.
     3    2.  The  at-large  members  shall have expertise in one or more of the
     4  following areas: utility management, electrical engineering,  economics,
     5  finance, electrical infrastructure development, or power production.
     6    3. Task force members shall receive no compensation for their services
     7  but  shall  be  reimbursed for actual and necessary expenses incurred in
     8  the performance of their duties.
     9    4. The chairperson of the task force shall be voted  on  by  the  task
    10  force  members.  The task force shall meet no less than six times and at
    11  other times at the call of the chairperson.
    12    5. All members shall be appointed no later than sixty  days  following
    13  the effective date of this act. Any vacancies on the task force shall be
    14  filled in the manner provided for in the initial appointment.
    15    6.  The  task  force  shall  be authorized to hold public hearings and
    16  meetings to enable it to accomplish its duties.
    17    7. The task force  may  consult  with  any  organization,  educational
    18  institution, other government entity or agency or person in the develop-
    19  ment of its report required by subdivision 10 of this section.
    20    8.  The New York state energy research and development authority shall
    21  provide the task force with such facilities, assistance and data as will
    22  enable the task force to carry out its powers and duties.  Additionally,
    23  all  other  agencies  of the state or subdivisions thereof shall, at the
    24  request of the chairperson, provide the task force with such facilities,
    25  assistance, and data as will enable the task  force  to  carry  out  its
    26  powers and duties.
    27    9.  The purpose of the climate leadership and community protection act
    28  cost task force shall be to study the impact on taxpayers and ratepayers
    29  of the implementation of the mandates set forth by the  climate  leader-
    30  ship and community protection act (CLCPA) including, but not limited to:
    31    (a) the impact on monthly bills for ratepayers;
    32    (b)  the total cost of spending by the state of New York to meet CLCPA
    33  mandates;
    34    (c) the total cost of any tax credits to state revenues;
    35    (d) the cost to municipalities for infrastructure  development  needed
    36  to meet electrification requirements;
    37    (e) the cost for businesses to convert manufacturing processes to meet
    38  emissions goals; and
    39    (f)  the  cost to school districts to convert school buses to electric
    40  and to adopt renewable energy power sources.
    41    10. No later than December 31, 2026 the task force shall submit to the
    42  governor and the legislature a report detailing its findings and provide
    43  recommendations for legislation to implement its recommendations.
    44    § 2. This act shall take effect immediately.
