        Introduced  by  Sen.  COMRIE -- read twice and ordered printed, and when
          printed to be committed to the Committee on  Energy  and  Telecommuni-
          cations

        AN ACT to amend the public service law, in relation to virtual access to
          public service commission proceedings

          THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section 1. The public service law is amended by adding a  new  section
     2  28 to read as follows:
     3    §  28.  VIRTUAL ACCESS TO AND PARTICIPATION IN COMMISSION PROCEEDINGS.
     4  NOTWITHSTANDING ANY OTHER PROVISION OF LAW, RULE OR  REGULATION  TO  THE
     5  CONTRARY,  THE  COMMISSION SHALL PROVIDE FOR THE AVAILABILITY OF VIRTUAL
     6  ACCESS  TO  AND  PARTICIPATION  BY  PARTIES  AND  NON-PARTIES   IN   ALL
     7  PROCEEDINGS  AND  PUBLIC  SESSIONS  OF THE COMMISSION, INCLUDING BUT NOT
     8  LIMITED TO EVIDENTIARY HEARINGS, PROCEDURAL CONFERENCES AND OTHER FORMAL
     9  COMMISSION PROCEEDINGS, TO THE EXTENT THAT SUCH PARTIES AND  NON-PARTIES
    10  WOULD  BE  PERMITTED  TO  ACCESS AND PARTICIPATE IN SUCH PROCEEDINGS AND
    11  PUBLIC SESSIONS OF THE COMMISSION IN PERSON.
    12    § 2. This act shall take effect on the ninetieth day  after  it  shall
    13  have become a law. Effective immediately, the addition, amendment and/or
    14  repeal  of  any  rule  or regulation necessary for the implementation of
    15  this act on its effective date are authorized to be made  and  completed
    16  on or before such effective date.
