          opment and Small Business

        AN  ACT  directing  empire  state  development,  in conjunction with the
          office of general services, to create plans  for  the  development  of
          mixed-use  commercial and residential property on a certain portion of
          the Harriman campus, and for redesign of the Harriman campus

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section 1. Definitions.  For  the  purposes of this act, the following
     2  terms shall have the following meanings:
     3    1. "Harriman campus" means the W. Averell Harriman state office build-
     4  ing campus located in Albany, New York.
     5    2.  "Wadsworth  project" means the project under which 27 acres of the
     6  Harriman campus are, at the time of this act's effective date,  targeted
     7  for  development  of  the  department  of  health's new Wadsworth center
     8  public health laboratory.
     9    § 2. Mixed-use property at Harriman campus.  1. Empire state  develop-
    10  ment  in conjunction with the office of general services, shall create a
    11  development plan under which 7 acres of  the  portion  of  the  Harriman
    12  campus targeted for the Wadsworth project shall be developed into mixed-
    13  use commercial and residential property.
    14    2. Empire state development, in conjunction with the office of general
    15  services,  shall complete the development plan created under subdivision
    16  one of this section, and make such development plan available for public
    17  comment, no later than 180 days after the effective date of this act.
    18    § 3. Redesign of Harriman campus.  1.  Empire  state  development,  in
    19  conjunction  with  the office of general services, shall create a master
    20  plan for a redesign of the Harriman campus. Such a  plan  shall  include
    21  but  not  be limited to: (a) the identification of sites on the Harriman
    22  campus for mixed-use commercial and retail development; (b)  the  repur-

     1  posing  or redesign of portions of the ring road surrounding the campus;
     2  and (c) an analysis of parking needs in surface lots.
     3    2. The master plan created under subdivision one of this section shall
     4  prioritize:  (a)  the  identification  of  opportunities to increase the
     5  integration and connectivity of the  Harriman  campus  with  surrounding
     6  neighborhoods  in  the  city of Albany; (b) the development of workforce
     7  and low-to-middle-income housing; and (c) the development of infrastruc-
     8  ture needed to further the utilization of multi-modal transportation.
     9    3. Empire state development, in conjunction with the office of general
    10  services, shall complete the master plan created under  subdivision  one
    11  of  this  section and make such master plan available for public comment
    12  no later than one year after the effective date of this act.
    13    § 4. This act shall take effect immediately.
