          printed to be committed to the Committee on Veterans, Homeland Securi-
          ty and Military Affairs

        AN ACT to amend the executive law, in relation to the timing of emergen-
          cy public safety alerts  in the event of a disaster or state  disaster
          emergency

          THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section 1. Subparagraphs 3 and 5 of paragraph b of  subdivision  3  of
     2  section  22  of  the executive law, as amended by section 3 of part B of
     3  chapter 56 of the laws of 2010, are amended to read as follows:
     4    (3) a system for warning populations who are  or  may  be  endangered,
     5  INCLUDING THE ISSUANCE OF PUBLIC SAFETY ALERTS BY THE NEW YORK EMERGENCY
     6  ALERT  NOTIFICATION  SYSTEM  OR  "NY-ALERT"  WITHIN  THIRTY MINUTES OF A
     7  DISASTER OR STATE DISASTER EMERGENCY, OR AS SOON AS  PRACTICABLE  THERE-
     8  AFTER;
     9    (5)  a  specific plan for rapid and efficient communication, INCLUDING
    10  THE ISSUANCE OF PUBLIC SAFETY ALERTS BY THE  NEW  YORK  EMERGENCY  ALERT
    11  NOTIFICATION SYSTEM OR "NY-ALERT" WITHIN THIRTY MINUTES OF A DISASTER OR
    12  STATE  DISASTER EMERGENCY, OR AS SOON AS PRACTICABLE THEREAFTER, and for
    13  the integration of state communication facilities during a state  disas-
    14  ter  emergency,  including  the  assignment  of responsibilities and the
    15  establishment of communication priorities, and liaison  with  municipal,
    16  private and federal communication facilities;
    17    § 2. This act shall take effect immediately.
