        AN  ACT  to  amend  the labor law, in relation to procedures for issuing
          safety and health rules

          THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section  1.  Section 29 of the labor law, as amended by chapter 756 of
     2  the laws of 1975, is amended to read as follows:
     3    § 29. Procedure for issuing safety and health rules. [Before any  rule
     4  is adopted, amended or repealed there shall be a public hearing thereon,
     5  notice of which shall be published at least once, not less than ten days
     6  prior  thereto,  in such newspaper or newspapers as the commissioner may
     7  prescribe.]  The commissioner may appoint committees composed of employ-
     8  ers, employees and experts to suggest SAFETY AND HEALTH rules or changes
     9  therein. [Every rule adopted and every amendment or repeal thereof shall
    10  be promptly published in such newspaper or newspapers as the commission-
    11  er may prescribe. The rules  and  all  amendments  and  repeals  thereof
    12  shall,  unless  otherwise  prescribed  by  the commissioner, take effect
    13  twenty days after the first publication  thereof  and  certified  copies
    14  thereof shall be filed in the office of the department of state.]
    15    § 2. This act shall take effect immediately.
