        Introduced  by  Sen.  CLEARE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Transportation

        AN ACT to amend the public authorities law,  in  relation  to  expanding
          time-delay mechanisms on emergency exit gates

          THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
        BLY, DO ENACT AS FOLLOWS:

     1    Section 1. The public authorities law  is  amended  by  adding  a  new
     2  section 1279-j to read as follows:
     3    §  1279-J.  TIME-DELAY  EMERGENCY  MECHANISMS.  1. THE AUTHORITY SHALL
     4  INSTALL AND REASONABLY MAINTAIN  TIME-DELAY  EGRESS  MECHANISMS  ON  ALL
     5  EMERGENCY  GATES  AT  ALL  SUBWAY  STATIONS  OPERATED  BY THE AUTHORITY.
     6  FURTHER, THE AUTHORITY WHEN INSTALLING SUCH TIME-DELAY EGRESS  MECHANISM
     7  SHALL:
     8    (A) INCLUDE OVERRIDE SYSTEMS IN THE EVENT OF EMERGENCIES (E.G., FIRES,
     9  POWER FAILURES, EMERGENCY EVACUATIONS); AND
    10    (B) COMPLY WITH THE AMERICANS WITH DISABILITIES ACT OF 1990.
    11    2. THE AUTHORITY SHALL BE PROHIBITED FROM USING SUCH TIME-DELAY EGRESS
    12  MECHANISMS   AT  UNSTAFFED  STATIONS.  FURTHER,  IF  A  STATION  BECOMES
    13  UNSTAFFED, THE AUTHORITY SHALL BE REQUIRED TO DEACTIVATE SUCH TIME-DELAY
    14  MECHANISM UNTIL SUCH STATION HAS A TRAINED  HUMAN  STATION  AGENT  PHYS-
    15  ICALLY PRESENT AND ON DUTY.
    16    § 2. This act shall take effect immediately.
