A HOUSE RESOLUTION U RGING CONGRESS TO SU PPORT JEWISH CITIZEN S AND 1
TAKE ALL NECESSARY S TEPS TO CURTAIL AND CRIMINALIZE ANTISEMITIC 2
ACTS AS A RESPONSE TO UNPROVOKED ATTACKS. 3
Whereas, on June 1, 2025, Mohamed Sabry Soliman armed with a makeshift 4
flamethrower and other incendiary devices launched a terrorist attack on peaceful demonstrators 5
in Colorado who were calling for the release of Israeli hostages held in Gaza; and 6
Whereas, innocent people peacefully demonstrating support for Israel have been 7
injured as a result of this hate crime; and 8
Whereas, the United States has seen an increase in antisemitic attacks and violent 9
pro-Palestinian protests following the October 7, 2023, terrorist attack by Hamas on Israel; and 10
Whereas, Israel and the United States of A merica are close friends and allies thanks 11
to the partnership between our two countries lasting over 75 years, built on mutual interests and 12
shared democratic values; and 13
Whereas, this body has demonstrated support for Israel in a number of ways, 14
including (i) House Resolution 894, 2023 General Assembly, recognizing Israel's 75th 15
anniversary as a nation; (ii) House Resolution 897, 2023 General Assembly, urging support for 16
Israel in the wake of the Hamas attack; and (iii) House Bill 942, 2023 General Assembly, enacting 17
the Shalom Act that adopted the definition of antisemitism that is recognized by the International 18
Holocaust Remembrance Alliance; and 19
Whereas, it is the duty of a civilized State to recognize, be outraged by, and condemn 20
acts of hatred, especi ally where, as here, it is directed toward a nation, people, and culture that 21
has endured decades of persecution and mistreatment; Now, therefore, 22
Be it resolved by the House of Representatives: 23
SECTION 1. The United States Congress is urged to take any and all necessary steps 24
to criminalize and prohibit acts that perpetrate harm and injustice to members of the Jewish faith 25
and supporters of the nation of Israel and bring justice on behalf of those who hav e been 26
unlawfully kidnapped and held hostage by Hamas following the unprovoked attack on innocent 27
civilians in Israel. 28
SECTION 2. This resolution is effective upon adoption. 29
