A JOINT RESOLUTION F URTHER AMENDING RESO LUTION 2025-8, AS AM ENDED 1
BY RESOLUTION 2025-11. 2
Be it resolved by the House of Representatives, the Senate concurring: 3
SECTION 1. Section 3(b) of Resolution 2025-8, as amended by Resolution 2025-11, 4
reads as rewritten: 5
"SECTION 3.(b) During the regular session that reconvenes on Monday, October 20, 2025, 6
only the following matters may be considered: 7
(1) Bills returned by the Governor with his objections under Section 22 of Article 8
II of the North Carolina Constitution, but solely for the purpose of considering 9
overriding of the veto upon reconsideration of the bill. 10
(2) Bills containing no matter other than one or more of the following: 11
a. The selection, appointment, or confirmation as required by law, 12
including the filling of vacancies of positions for which the appointees 13
were elected by the General Assembly upon recommendation of the 14
Speaker of the House of Representatives, President of the Senate, 15
President Pro Tempore of the Senate, or a minority leader of a chamber 16
of the General Assembly. 17
b. Actions on gubernatorial nominations or appointments. 18
c. Actions related to litigation challenging the legality of legislative 19
enactments. 20
d. Matters relating to election laws, including bills concerning the 21
districts for Congressional, State House, State Senate, judicial, 22
municipal, county, and other elected officials. 23
e. Impeachment pursuant to Article IV of the North Carolina 24
Constitution or Chapter 123 of the General Statutes. 25
f. Matters related to funding the Medicaid rebase. 26
g. Matters pertaining to State budgetary issues. 27
