A BILL TO BE ENTITLED 1
AN ACT TO REMOVE THE CAP ON SATELLITE AN NEXATION FROM THE CI TY OF 2
KING AND TO REMOVE T HE TOWN OF RURAL HAL L FROM THE FORSYTH 3
COUNTY COUNTYWIDE FIRE SERVICE DISTRICT. 4
The General Assembly of North Carolina enacts: 5
SECTION 1. G.S. 160A-58.1(b) reads as rewritten: 6
"(b) A noncontiguous area proposed for annexation must meet all of the following 7
standards: 8

(5) The area within the proposed satellite corporate limits, when added to the area 10
within all other satellite corporate l imits, may not exceed ten percent (10%) 11
of the area within the primary corporate limits of the annexing city. 12
This subdivision does not apply to the Cities of Archdale, Asheboro, 13
Belmont, Claremont, Concord, Conover, Durham, Elizabeth City, Gastonia, 14
Greenville, Hickory, Kannapolis, King, Kings Mountain, Locust, Lowell, 15
Marion, Mount Airy, Mount Holly, New Bern, Newton, Oxford, Randleman, 16
Roanoke Rapids, Rockingham, Saluda, Sanford, Salisbury, Shelby, Southport, 17
Statesville, and Washington and the Towns of Ahoskie, Angier, Apex, Ayden, 18
Belville, Benson, Bladenboro, Bridgeton, Bunn, Burgaw, Calabash, Carthage, 19

SECTION 2.(a) The corporate limits of the Town of Rural Hall are hereby removed 34
from the Forsyth County Countywide Fire Service District. 35

SECTION 2.(b) This section has no effect upon the validity of any liens of Forsyth 1
County for ad valorem taxes outstanding before the effective date of this section. 2
SECTION 2.(c) This section becomes effective June 30, 2026. Property in the 3
territory described in this section as of January 1, 2026, is no longer subject to Forsyth County 4
Countywide Fire Service District taxes for taxes imposed for taxable years beginning on or after 5
July 1, 2026. 6
SECTION 3. Except as otherwise provided, this act is effective when it becomes 7
law. 8
