A BILL TO BE ENTITLED 1
AN ACT TO APPROPRIATE FUNDS TO THE DEPARTMENT OF HEALTH AND HUMAN 2
SERVICES AND COUNTIE S TO COVER THE LOSS OF FEDERAL RECEIPTS FOR 3
THE ADMINISTRATIVE C OSTS OF THE FEDERAL SUPPLEMENTAL NUTRITION 4
ASSISTANCE PROGRAM (SNAP), AS A RESULT OF PUBLIC LAW 119-21. 5
The General Assembly of North Carolina enacts: 6
SECTION 1. There is appropriated from the General Fund to the Department of 7
Health and Human Services, Division of Central Management and Support, the sum of sixteen 8
million dollars ($16,000,000) in recurring funds beginning in the 2026 -2027 fiscal year. These 9
funds shall be used to cover the loss in federal receipts for the administrative costs of the federal 10
Supplemental Nutrition Assistance Program (SNAP), as a result of Public Law 119 -21. The 11
Department may allocate a portion of these appropriated funds to any d ivision within the 12
Department that incurs a loss of federal receipts for the administrative costs of SNAP as a result 13
of Public Law 119-21. The Department shall only spend the portion of these appropriated funds 14
up to the actual amount of lost federal receipts. 15
SECTION 2. There is appropriated from the General Fund to the Department of 16
Health and Human Services, Division of Social Services, the sum of sixty -nine million dollars 17
($69,000,000) in recurring funds beginning in the 2026 -2027 fiscal year to cove r the loss of 18
federal receipts for the administrative costs of the federal Supplemental Nutrition Assistance 19
Program (SNAP), as a result of Public Law 119 -21. The Division of Social Services shall 20
distribute these funds to counties proportional to each cou nty's loss of federal receipts. The 21
Division of Social Services shall only spend the portion of these appropriated funds up to the 22
actual amount of lost federal receipts. 23
SECTION 3. This act becomes effective July 1, 2026. 24
