Whereas, there are thousands of persons across the United States with blood cancers 12
such as leukemia and lymphoma, as well as sickle cell disease and other diseases, who could 13
benefit from receiving a lifesaving bone marrow or peripheral blood stem cell (PBSC) transplant; 14
and 15
Whereas, the National Marrow Donor Program (NMDP) operates the "Be the Match 16
Registry," and the first step to becoming a donor is to join this registry; and 17
Whereas, all that is required to register with the NMDP is to complete the online form, 18
order a registration kit, follow the instructions in the kit to collect a swab of cheek cells, and 19
return the kit to the NMDP in order to determine any potential patient matches; and 20
Whereas, a potential donor who matches a patient is asked to make either a bone 21
marrow or PBSC donation; and 22
Whereas, bone marrow donation is a surgical outpatient hospital procedure in which 23
the donor receives anesthesia and feels no pain, and the donated liquid marrow replaces itself 24
completely within four to six weeks; and 25
Whereas, PBSC donation is a nonsurgical procedure that takes place at a blood center 26
or outpatient hospital unit and involves a transplant of cells from circulating blood, with the donor 27
receiving injections of a drug called Filgrastim over a five -day period leading up to donation in 28
order to increase the number of blood -forming cells in the bloodstream, and then having blood 29
removed through a needle in one arm and passed through a machine that separates out the 30
blood-forming cells, with the remaining blood returned to the donor through the other arm; and 31
Whereas, the donor's blood -forming cells return to normal levels within four to six 32
weeks; and 33
Whereas, all medical costs for t he donation procedure are covered by the NMDP or 34
the donor's health insurance, as are travel expenses and other nonmedical costs, leaving only the 35
potential cost to the donor being time taken off from work; Now, therefore, 36

The General Assembly of North Carolina enacts: 1
SECTION 1. This act shall be known and may be cited as the "Mike Clampitt 2
Advocacy for Marrow Education and Registration Act" or "Clampitt Act." 3
SECTION 2. Chapter 103 of the General Statutes is amended by adding a new 4
section to read: 5
"§ 103-12.5. Marrow Donation Awareness Month. 6
The month of November of each year is designated as Marrow Donation Awareness Month 7
in North Carolina." 8
SECTION 3.(a) G.S. 20-7.3 reads as rewritten: 9
"§ 20-7.3. Availability of organ, eye, and tissue donor cards at motor vehicle offices.offices; 10
marrow donor registration. 11
(a) The Division shall make organ, eye, and tissue donor cards available to interested 12
individuals in each office authorized to issue drivers licenses or special identification cards. The 13
Division shall obtain donor cards from qualified organ, eye, or tissue procurement organizations 14
or tissue banks, as defined in G.S. 130A-412.4(31). The Division shall offer organ donation 15
information and a donor card to each applicant for a drivers license. The organ donation 16
information shall include the following: 17
(1) A statement informing the individual that federally designated organ 18
procurement organizations and eye banks have read -only access to the 19
Department-operated Organ Donor Registry website (hereafter "Donor 20
Registry") listing those individuals who have stated to the Division of Motor 21
Vehicles the individual's intent to be an organ donor and have an organ 22
donation symbol on the individual's driv ers license or special identification 23
card. 24
(2) The type of information that will be made available on the Donor Registry. 25
(b) Individuals between the ages of 18 and 40 m ay indicate their intention to be a bone 26
marrow donor on an initial application for, or renewal of, a drivers license. Individuals indicating 27
an intention to be a bone marrow donor shall give written consent for the Division to share their 28
personal identifying inf ormation and contact information with the National Marrow Donor 29
Program. The Division shall provide that information to the National Marrow Donor Program , 30
so the Program can contact the individuals intending to be bone marrow donors to facilitate their 31
enrollment in the Program." 32
SECTION 3.(b) No later than July 1, 2028, the Division of Motor Vehicles shall 33
adopt the rules necessary to implement the provisions of this section. 34
SECTION 3.(c) Subsection (a) of this section becomes effective July 1, 2028. The 35
remainder of this section is effective when it becomes law. 36
SECTION 4.(a) In order to raise public awareness about bone marrow donation and 37
transplantation and encourage North Carolina residents to consider joining a bone marrow 38
donation registry, the Department of Health and Human Services shall make available on its 39
internet website a public service announcement containing medically accurate information 40
regarding bone marrow donation and transplantation that is sufficient to allow an individual to 41
make an informed decision about whether to participate in a local or national bone marrow 42
donation registry. 43
SECTION 4.(b) The Department of Health and Human Services shall provide to the 44
Department of Motor Vehicles an internet link to the public service announcement authorized by 45
subsection (a) of this section, which the Department of Motor Vehicles shall make available on 46
its internet website. In addition, the Department of Motor Vehicles shall broadcast the public 47
service announcement authorized by subsection (a) of this section on monitors at drivers license 48
office locations across the State. 49
SECTION 5. There is appropr iated from the General Fund to the Department of 50
Health and Human Services, Division of Public Health, the sum of one hundred thousand dollars 51

($100,000) in nonrecurring funds for the 2026 -2027 fiscal year to conduct a public awareness 1
campaign regarding Marrow Donation Awareness Month. 2
SECTION 6. Except as otherwise provided, this act becomes effective July 1, 2026. 3
