A BILL TO BE ENTITLED 1
AN ACT PROVIDING THA T STATE INSTITUTIONS AND POLITICAL SUBDI VISIONS 2
OF THE STATE SHALL N OT USE PUBLIC FUNDS TO PURCHASE FLAGS OF THE 3
UNITED STATES OF AME RICA OR THE STATE OF NORTH CAROLINA UNLE SS 4
THE FLAGS ARE MADE IN THE UNITED STATES. 5
The General Assembly of North Carolina enacts: 6
SECTION 1. Chapter 144 of the General Statutes is amended by adding a new 7
section to read: 8
"§ 144-10. Flags purchased with public funds. 9
A State institution or political subdivision of the State shall not use public funds to purchase 10
a flag of the United States of America or the State of North Carolina unless the flag has been one 11
hundred percent (100%) manufactured in the United States from articles, materials, or supplies 12
that have been grown or one hundred percent (100%) produced or manufactured in the United 13
States." 14
SECTION 2. This act becomes effective October 1, 2025, and applies to purchases 15
made on or after that date. 16
