GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 2025 H 1 HOUSE BILL 252 Short Title: Steele Creek Investment and Improvement Act. (Public) Sponsors: Representatives T. Brown and Reives (Primary Sponsors). Referred to: Appropriations, if favorable, Rules, Calendar, and Operations of the House March 3, 2025 *H252-v-1* A BILL TO BE ENTITLED 1 AN ACT TO APPROPRIAT E FUNDS FOR VARIOUS IMPROVEMENT PROJECTS IN 2 MECKLENBURG COUNTY'S STEELE CREEK COMMUNITY. 3 Whereas, Steele Creek is a community located in southwest Mecklenburg County 4 along Lake Wylie and the Catawba River Basin; and 5 Whereas, over the past 15 years, Steele Creek has seen a rapid growth of its population 6 by over 70%; and 7 Whereas, the 28278 zip code is one of the fastest growing zip codes in the State of 8 North Carolina; and 9 Whereas, Steele Creek has established itself as a commercial and manufacturing hub, 10 home to major corporations such as Groninger USA, Siemens Energy, and Spectrum; and 11 Whereas, the jobs and resources in Steele Creek serve the entire region, including 12 multiple North Carolina counties and South Carolina; and 13 Whereas, many residents of Steele Creek live in unincorporated Mecklenburg County 14 and are unable to take advantage of municipal services; Now, therefore, 15 The General Assembly of North Carolina enacts: 16 SECTION 1. There is appropriated from the Gen eral Fund to the Office of State 17 Budget and Management the sum of two hundred fifty thousand dollars ($250,000) in 18 nonrecurring funds for the 2025 -2026 fiscal year to provide a directed grant to Steele Creek 19 Community Place, Inc., a nonprofit organization, to support an initiative to connect opportunities 20 and resources with the needs of all people of all backgrounds in the Steele Creek area to increase 21 community health and wellness. These funds shall be allocated equally among the following 22 focus areas: (i) upward mobility and networking, (ii) physical wellness, (iii) family partnership, 23 and (iv) mental health. 24 SECTION 2. There is appropriated from the General Fund to the Office of State 25 Budget and Management the sum of five hundred thousand dollars ($500,0 00) in nonrecurring 26 funds for the 2025-2026 fiscal year to provide a directed grant to the Steele Creek Fire and Rescue 27 Service, Inc., a nonprofit organization, to support the needs of the fire department, including the 28 purchase of a self-contained breathing apparatus (SCBA), a ladder truck, a fire/rescue boat along 29 with a boathouse for said fire boat, and real property/building for training. 30 SECTION 3. There is appropriated from the General Fund to the North Carolina 31 Department of Transportation the sum o f five hundred thousand dollars ($500,000) in 32 nonrecurring funds for the 2025 -2026 fiscal year for a comprehensive traffic study of traffic 33 patterns and potential changes to Shopton Road West from South Tryon to Highway 160. 34 SECTION 4. This act becomes effective July 1, 2025. 35
