A BILL TO BE ENTITLED 1
AN ACT TO APPROPRIAT E FUNDS FOR VARIOUS REPAIRS NEEDED IN MA DISON 2
COUNTY AS A RESULT OF HURRICANE HELENE. 3
The General Assembly of North Carolina enacts: 4
SECTION 1. There is appropriated from the General Fund to the Office of State 5
Budget and Management the sum of eighty -eight million three hundred ninety -five thousand 6
dollars ($88,395,000) in nonrecurring funds for the 2025 -2026 fiscal year to provide a directed 7
grant to Madison County to be used as follows: 8
(1) Twenty-five million dollars ($25,000,000) for repairs at the Marshall 9
Wastewater Treatment Plant. 10
(2) Six million dollars ($6,000,000) for repairs to the Marshall Town Hall. 11
(3) One million six hundred thousand dollars ($1,600,000) to rebuild the Marshall 12
Housing Authority Apartments. 13
(4) One million five hundred thousand dollars ($1,500,000) for repairs to the 14
Marshall Volunteer Fire Department. 15
(5) Four hundred thousand dollars ($400,000) for repairs to the Hot Springs Town 16
Hall. 17
(6) Twelve million dollars ($12,000,000) to build a new facility for the Hot 18
Springs Wastewater Treatment Plant. 19
(7) Six hundred thousand dollars ($600,000) for repairs to the Hot Springs 20
Community Center. 21
(8) Two hundred seventy th ousand dollars ($270,000) for repairs to the Hot 22
Springs Library. 23
(9) Three million dollars ($3,000,000) for temporary relocation of Town 24
departments housed in the Sprinkle Shelton Building. 25
(10) Four hundred thousand dollars ($400,000) for repairs to Barnard Park. 26
(11) Two hundred twenty-five thousand dollars ($225,000) for repairs to the Hot 27
Springs Housing Authority Wastewater Treatment Facility. 28
(12) Twenty-five million dollars ($25,000,000) for repairs to the French Broad 29
River, Ivy River, and Addition al County Tributaries and Waterways, 30
including debris removal. 31
(13) Four hundred thousand dollars ($400,000) for repairs to the County's 32
Communications Tower at Duckett Top. 33
(14) Nine hundred thousand dollars ($900,000) to complete the upgrades to the NC 34
Emergency Communication Towers. 35

(15) Six million two hundred thousand dollars ($6,200,000) for assistance in the 1
design/build of an E-911 and Emergency Operations Facility. 2
(16) Four million nine hundred thousand dollars ($4,900,000) for assistance in the 3
design/build of an ambulance and medical personnel facility in the Town of 4
Marshall. 5
SECTION 2. This act becomes effective July 1, 2025. 6
