A BILL TO BE ENTITLED 1
AN ACT TO APPROPRIAT E FUNDS TO HISPANIC GRASSROOTS TO SUPPOR T ITS 2
EDUCATION OUTREACH SERVICES. 3
Whereas, Hispanic Del Sur is a faith -based, family -oriented organization that 4
provides education outreach services to Hispanics throughout North Carolina; and 5
Whereas, Hispanic Del Sur formed in 2020 and established its nonprofit "Hispanic 6
Grassroots" in 2021; and 7
Whereas, Hispanic Del Sur provides events and conducts surveys to obtain feedback 8
on the needs of the Hispanic community; and 9
Whereas, some of Hispanic Del Sur's outreach programs include the following: (i) 10
Opportunity Scholarships/Parent Choice programs that allow parents to send their children to 11
private schools, (ii) small business creation, start-up, financing, and growth, (iii) healthcare and 12
wellness education programs, and (iv) civics education classes to engage the Hispanic 13
community in local government and public policy issues to help them navigate city, State, and 14
government agency interactions; Now, therefore, 15
The General Assembly of North Carolina enacts: 16
SECTION 1. There is appropriated from the General Fund to the Office of State 17
Budget and Management in the sum of five hundred thousand dollars ($500,000) in nonrecurring 18
funds for the 2025 -2026 fiscal year to provide a directed grant to Hispanic Grassroots to assist 19
the organization providing its education outreach services to the Hispanic population in North 20
Carolina. 21
SECTION 2. This act becomes effective July 1, 2025. 22
