A BILL TO BE ENTITLED 1
AN ACT TO REQUIRE TH E STATE BOARD OF EDU CATION TO DEVELOP OR 2
PURCHASE AND DISSEMI NATE A SCREENING ASS ESSMENT FOR 3
ACADEMICALLY OR INTE LLECTUALLY GIFTED CH ILDREN TO BE 4
ADMINISTERED IN SIXTH GRADE. 5
The General Assembly of North Carolina enacts: 6
SECTION 1. G.S. 115C-150.6 is amended by adding a new subdivision to read: 7
"(1a) (i) Develop or purchase and (ii) disseminate a screening assessment to be used 8
in all middle schools to identify academically or intellectually gifted 9
students." 10
SECTION 2. G.S. 115C-150.7(b) is amended by adding a new subdivision to read: 11
"(1a) The use of the screening assessment provided pursuant to 12
G.S. 115C-150.6(1a) for all students in grade six to assist in identifying 13
academically or intellectually gifted students." 14
SECTION 3. There is appropriated from the General Fund to the Department of 15
Public Instruction the sum of seven million dollars ($7,000,000) in recurring funds for the 16
2025-2026 fiscal year to cover the costs of the screening assessments provided pursuant to this 17
act. 18
SECTION 4. This act becomes effective July 1, 2025. 19
