AN ACT TO REQUIRE PUBLIC SCHOOL UNITS TO PROVIDE INFORMATION ABOUT 2
DIABETES TO PARENTS AND LEGAL GUARDIANS. 3
The General Assembly of North Carolina enacts: 4
SECTION 1. G.S. 115C-375.3 reads as rewritten: 5
"§ 115C-375.3. Guidelines to support and assist students with diabetes. Diabetes support 6
and awareness. 7
(a) Local boards of education and boards of directors of charter schools Governing bodies 8
of public school units shall ensure that the guidelines adopted by the State Board of Educat ion 9
under G.S. 115C-12(31) are implemented in schools in which students with diabetes are enrolled. 10
In particular, the boards governing bodies shall require the implementation of the procedures set 11
forth in those guidelines for the development and implementation of individual diabetes care 12
plans. The boards governing bodies also shall make available necessary information and staff 13
development to teachers and school personnel in order to appropriately support and assist 14
students with diabetes in accordance with their individual diabetes care plans. 15
(b) Governing bodies of public school units shall ensure that each school provides parents 16
and legal guardians with information about Type 1 and Type 2 diabetes at the beginning of every 17
school year. This information shall include all of the following: 18
(1) A description of Type 1 and Type 2 diabetes. 19
(2) A description of the risk factors and warning signs associated with Type 1 and 20
Type 2 diabetes. 21
(3) A recommendation that if a student is displaying warning signs associated 22
with diabetes, the parent or guardian of the student consult with the primary 23
care provider of the student to determine if immediate screening for diabetes 24
is appropriate. 25
(4) A description of the screening process for and stages of diabetes. 26
(5) A recommendation that if a student receives a diabetes diagnosis, the parent 27
or guardian of the student consult with the primary care provider of the student 28
to develop an appropriate treatment plan. 29
(6) Notification that the school is required to assist students with diabetes in 30
accordance with the guidelines adopted by the State Board of Education 31
pursuant to G.S. 115C-12(31)." 32
SECTION 2.(a) G.S. 115C-150.12C(15) reads as rewritten: 33
"(15) Health and safety. – The board of trustees shall require that the school meet 34
the same health and safety standards required of a local school administrative 35

unit. The board shall comply with the requirements of Article 25A of this 1
Chapter, including the following: 2
a. The board shall ensure that the school provides parents with 3
information about cervical cancer, cervical dysp lasia, human 4
papillomavirus, and the vaccines available to prevent these diseases. 5
This information shall be provided at the beginning of the school year 6
to parents of children entering grades five through 12. This 7
information shall include the causes and symptoms of these diseases, 8
how they are transmitted, how they may be prevented by vaccination, 9
including the benefits and possible side effects of vaccination, and 10
places parents may obtain additional information and vaccinations for 11
their children. 12
b. The board shall adopt policies to ensure that students in grades nine 13
through 12 receive information annually on the manner in which a 14
parent may lawfully abandon a newborn baby with a responsible 15
person, in accordance with G.S. 7B-500. 16
c. The board shall ensure that the school complies with G.S. 115C-375.3, 17
including the guidelines for individual diabetes care plans adopted by 18
the State Board of Education for assisting and supporting students 19
enrolled in the school with diabetes and the annual notification 20
requirements related to Type 1 and Type 2 diabetes awareness." 21
SECTION 2.(b) G.S. 115C-238.66(7) reads as rewritten: 22
"(7) Health and safety. – The board of directors shall require that the regional 23
school meet the same health and safety standards required of a local school 24
administrative unit.unit, including the following: 25
a. The Department of Public Instruction shall ensure that regional 26
schools comply with G.S. 115C-375.2A. The board of directors of a 27
regional school shall provide the school with a suppl y of emergency 28
epinephrine delivery systems necessary to carry out the provisions of 29
G.S. 115C-375.2A. 30
b. The board of directors shall ensure that the regional school complies 31
with G.S. 115C-375.3, including the guidelines for individual diabetes 32
care plans adopted by the State Board of Education for assisting and 33
supporting students enrolled in the school with diabetes and the annual 34
notification requirements related to Type 1 and Type 2 diabetes 35
awareness." 36
SECTION 2.(c) G.S. 116-239.8(b)(9) reads as rewritten: 37
"(9) Health and safety. – The chancellor shall require that the laboratory school 38
meet the same health and safety standards required of a local school 39
administrative unit.unit, including the following: 40
a. The Department of Public Instruction shall ensure that laboratory 41
schools comply Chancellor shall ensure that the laboratory school 42
complies with G.S. 115C-375.2A. The chancellor shall provide the 43
laboratory school with a supply of emergency epinephrine delivery 44
systems necessary to carry out the provisions of G.S. 115C-375.2A. 45
b. The Chancellor shall ensure that the laboratory school complies with 46
G.S. 115C-375.3, including the guidelines for individual diabetes care 47
plans adopted by the State Board of Education for assisting and 48
supporting students enrolled in the school with diabetes and the annual 49
notification requirements related to Type 1 and Type 2 diabetes 50
awareness." 51

SECTION 3. There is appropriated from the General Fund to the Department of 1
Public Instruction the sum of ten thousand dollars ($10,000) in nonrecurring funds for the 2
2026-2027 fiscal year to assist the Department in developing and distributing guidance to public 3
school units on implementing the provisions of this act. 4
SECTION 4. This act becomes effective July 1, 2026, and applies beginning with 5
the 2026-2027 school year. 6
