A BILL TO BE ENTITLED 1
AN ACT TO REQUIRE AT LEAST ONE SCHOOL NU RSE IN EVERY SCHOOL IN A 2
PUBLIC SCHOOL UNIT B EGINNING IN THE 2025 -2026 SCHOOL YEAR AN D TO 3
APPROPRIATE ADDITIONAL FUNDS TO MEET THAT REQUIREMENT. 4
Whereas, the health, well-being, and educational success of public school students in 5
North Carolina are top priorities of the General Assembly; and 6
Whereas, employing school nurses has been shown to have a critical and positive 7
impact on the health, well -being, and educational success of public school students in 8
kindergarten through grade 12 due to services directed toward keeping students healthy, in class, 9
and ready to learn; Now, therefore, 10
The General Assembly of North Carolina enacts: 11
SECTION 1.(a) G.S. 115C-47 is amended by adding a new subdivision to read: 12
"(70) To Provide at Least One School Nurse in Every School. – Local boards of 13
education shall ensure that each school within the local school administrative 14
unit is staffed by at least one full-time, permanent school nurse." 15
SECTION 1.(b) G.S. 115C-150.12C is amended by adding a new subdivision to 16
read: 17
"(37) To provide at least one school nurse in every school. – The board of trustees 18
shall ensure that each school is staffed by at least one full -time, permanent 19
school nurse." 20
SECTION 1.(c) G.S. 115C-218.75 is amended by adding a new subsection to read: 21
"(p) At Least One School Nurse. – A charter school shall ensure that the school is staffed 22
by at least one full-time, permanent school nurse." 23
SECTION 1.(d) G.S. 115C-238.66 is amended by adding a new subdivision to read: 24
"(23) At least one school nurse required. – A regional school shall ensure that the 25
school is staffed by at least one full-time, permanent school nurse." 26
SECTION 1.(e) G.S. 116-239.8(b) is amended by adding a new subdivision to read: 27
"(26) At least one school nurse required. – A laboratory school shall ensure that the 28
school is staffed by at least one full-time, permanent school nurse." 29
SECTION 2. There is appropriated from the General Fund to the Department o f 30
Public Instruction for the 2025 -2026 fiscal year the sum of ninety -five million dollars 31
($95,000,000) in recurring funds to increase the School Health Personnel Allotment. These funds 32
shall be used to increase positions for school nurses in order to prov ide at least one full -time, 33
permanent school nurse in every school in a public school unit. 34

SECTION 3. Funds provided pursuant to this act shall supplement and not supplant 1
any funds from any source already provided for school nurses. 2
SECTION 4. This act becomes effective July 1, 2025. Section 1 of this act applies 3
beginning with the 2025-2026 school year. 4
