AN ACT TO APPROPRIAT E FUNDS FOR VARIOUS PUBLIC PURPOSES IN H ALIFAX, 2
NORTHAMPTON, AND WARREN COUNTIES. 3
The General Assembly of North Carolina enacts: 4

PART I. HALIFAX COUNTY PUBLIC PROJECTS 6
SECTION 1.(a) There is appropriated from the General Fund to the Office of State 7
Budget and Management the sum of one hundred fifteen million two hundred eleven thousand 8
seven hundred sixty-three dollars ($115,211,763) in nonrecurring funds for the 2025-2026 fiscal 9
year to provide the following directed grants to the following entities: 10
(1) Six hundred ten thousand nine hundred forty -four dollars ($610,944) to the 11
City of Roanoke Rapids for Chaloner Bridge replacement and drainage 12
improvements. 13
(2) Forty-five million t wo hundred eighty thousand eight hundred nineteen 14
dollars ($45,280,819) to the Roanoke Rapids Sanitary District to be allocated 15
as follows: 16
a. Four million eight hundred forty -seven thousand eight hundred 17
nineteen dollars ($4,847,819) for the Belmont Pump Station. 18
b. Six million two hundred eighteen thousand dollars ($6,218,000) for 19
the Premier Boulevard water/sewer extension. 20
c. Thirty-one million one hundred fifteen thousand dollars ($31,115,000) 21
for a drinking water emerging construction project. 22
d. Three million one hundred thousand dollars ($3,100,000) for an 23
activated sludge blower system. 24
(3) Eight million dollars ($8,000,000) to the Town of Enfield for its electric grid 25
replacement. 26
(4) Sixty-one million three hundred twenty thousand dollars ($61,32 0,000) to 27
Halifax County to be allocated as follows: 28
a. Five million dollars ($5,000,000) for sewer line extension to Exit 154 29
on I-95. 30
b. Three hundred twenty thousand dollars ($320,000) for Airboss access 31
road. 32
c. Five million dollars ($5,000,000) for co urt services building 33
renovation. 34
d. Fifty million dollars ($50,000,000) for a new county detention center. 35

e. One million dollars ($1,000,000) for broadband service expansion. 1
SECTION 1.(b) There is appropriated to the Office of State Budget and 2
Management the sum of four million six hundred fifty thousand one hundred seventy-six dollars 3
($4,650,176) in nonrecurring funds for the 2025 -2026 fiscal year to provide the following 4
directed grants: 5
(1) Five hundred fifty thousand dollars ($550,000) to Halifax C ounty to be 6
allocated as follows: 7
a. Three hundred fifty thousand dollars ($350,000) for a new ambulance. 8
b. Two hundred thousand dollars ($200,000) for 18 self -contained 9
breathing apparatus for the Darlington Volunteer Fire Department. 10
(2) Seven hundred thousand dollars ($700,000) to Halifax Fire and Rescue, Inc., 11
to purchase a fire truck. 12
(3) One hundred fifty thousand dollars ($150,000) to the Town of Enfield to upfit 13
fitness building and purchase apparatus for the Fire Department. 14
(4) Fifteen thousand one hundred seventy -six dollars ($15,176) to the Town of 15
Scotland Neck to purchase body cameras and other needed equipment for the 16
Police Department. 17
(5) Two million two hundred ten thousand dollars ($2,210,000) to the Town of 18
Roanoke Rapids for needs of its fire department, including a new ladder truck, 19
generator, and air packs. 20
(6) One million twenty-five thousand dollars ($1,025,000) to the Town of Weldon 21
to be allocated as follows: 22
a. Eight hundred fifty thousand dollars ($850,000) for a new fire engine. 23
b. One hundred seventy -five thousand dollars ($175,000) for building 24
renovation and site preparation and a viper radio system purchase. 25

PART II. NORTHAMPTON COUNTY PUBLIC PROJECTS 27
SECTION 2.(a) There is appropriated from the General Fund to the Office of State 28
Budget and Management the sum of thirteen million fifty thousand dollars ($13,050,000) in 29
nonrecurring funds for the 2025 -2026 fiscal year to provide directed grants to the following 30
entities: 31
(1) Four hundred thousand dollars ($400,000) to the To wn of Rich Square for 32
wastewater treatment improvements. 33
(2) Seven million dollars ($7,000,000) to the Town of Garysburg for water system 34
improvements. 35
(3) Two million one hundred fifty thousand dollars ($2,150,000) to the Town of 36
Seaboard to be allocated as follows: 37
a. Five hundred thousand dollars ($500,000) for Community Center 38
renovation. 39
b. One million two hundred fifty thousand dollars ($1,250,000) for street 40
replacement and repairs. 41
c. Four hundred thousand dollars ($400,000) for renovation of the Ol d 42
Seaboard Bank. 43
(4) Two million dollars ($2,000,000) to the Town of Woodland for the 44
construction of a new town hall. 45
(5) One million five hundred thousand dollars ($1,500,000) to Northampton 46
County for wastewater treatment expansion. 47
SECTION 2.(b) There is appropriated to the Office of State Budget and 48
Management the sum of four million seven hundred fifty -six thousand dollars ($4,756,000) in 49
nonrecurring funds for the 2025-2026 fiscal year to provide the following directed grants: 50

(1) Six thousand dollars ($6,000) to the Town of Conway Police Department for 1
video conferencing equipment. 2
(2) Two million dollars ($2,000,000) to the Town of Gaston for a heavy rescue 3
unit and tanker truck for its Volunteer Fire Department. 4
(3) Four hundred thousand dollars ( $400,000) to the Town of Woodland for a 5
rescue truck for its Volunteer Fire Department. 6
(4) One million one hundred fifty thousand dollars ($1,150,000) to the Town of 7
Rich Square to renovate a building and to purchase a storage facility and 8
3,000-gallon tanker for its Volunteer Fire Department. 9
(5) Seven hundred fifty thousand dollars ($750,000) to the Town of Severn for a 10
3,000-gallon tanker for its Volunteer Fire Department. 11
(6) Four hundred fifty thousand dollars ($450,000) to the Town of Lasker for 12
building renovations and upgrades at its Volunteer Fire Department. 13

PART III. WARREN COUNTY PUBLIC PROJECTS 15
SECTION 3.(a) There is appropriated from the General Fund to the Office of State 16
Budget and Management the sum of thirty -six million forty -two thousand five hundred thirty 17
dollars ($36,042,530) in nonrecurring funds for the 2025 -2026 fiscal year to provide directed 18
grants to the following entities: 19
(1) Eighteen million two hundred ninety-two thousand five hundred thirty dollars 20
($18,292,530) to Warren County to be allocated as follows: 21
a. Five million four hundred thirty thousand five hundred dollars 22
($5,430,500) for a regional water system water tank. 23
b. Six million sixty-four thousand one hundred dollars ($6,064,100) for 24
extension of Eaton's Ferry Sewer. 25
c. Four million eight hundred three thousand three hundred dollars 26
($4,803,300) for the Soul City force main replacement. 27
d. Nine hundred ninety -four thousand six hundred thirty dollars 28
($994,630) for the Soul City Boulevard watermain replacement. 29
e. One million dollars ($1,000,000) for a waterline extension at the 30
Industrial Site in Soul City. 31
(2) Seventeen million seven hundred fifty thousand dollars ($17,750,000) to the 32
Town of Warrenton to be allocated as follows: 33
a. Ten million dollars ($10,000,0 00) for wastewater treatment plant 34
rehabilitation. 35
b. Three million seven hundred fifty thousand dollars ($3,750,000) for 36
sewer system rehabilitation. 37
c. Four million dollars ($4,000,000) for water system rehabilitation. 38
SECTION 3.(b) There is appropriate d to the Office of State Budget and 39
Management the sum of nine million six hundred six thousand nine hundred twenty dollars 40
($9,606,920) in nonrecurring funds for the 2025 -2026 fiscal year to provide the following 41
directed grants: 42
(1) Five million two hund red seventy -seven thousand dollars ($5,277,000) to 43
Warren County to be allocated as follows: 44
a. One million eight hundred thousand dollars ($1,800,000) for the needs 45
of the Churchill -Five Forks Fire Department, including replacement 46
of fire engines, brush truck, rescue boat, and fire radios and purchase 47
of self-contained breathing apparatus equipment, rescue boat upgrade 48
or replacement, and mobile fire radio replacement. 49
b. One hundred seventy-five thousand dollars ($175,000) to purchase a 50
brush truck for the Inez Volunteer Fire Department. 51

c. Five hundred ninety-two thousand dollars ($592,000) for the needs of 1
the Roanoke -Wildwood Volunteer Fire Department, including 2
self-contained breathing apparatus, boat motor, and water building. 3
d. One million four hundred seventy-five thousand dollars ($1,475,000) 4
for the needs of the Hawtree Volunteer Fire Department, including a 5
new fire truck, mortgage settlement, and self -contained breathing 6
apparatus. 7
e. Two hundred twenty-eight thousand dollars ($228,000) for the needs 8
of the Arcola Rural Volunteer Fire Department, including chief 9
support vehicle, storage facility, new cascade system, uniforms, floor 10
buffer, and a shipping container for training. 11
f. One hundred fifty-seven thousand dollars ($157,000) for the needs of 12
the Drewry Fire Department, including repairs to parking lot and 13
driveway and purchase of alarm system and garage door operators. 14
g. Eight hundred fifty thousand dollars ($850,000) for the needs of the 15
Soul City Volunteer Fire Department, including rep lacement of fire 16
engine and first responder vehicle. 17
(2) Three hundred twenty-nine thousand nine hundred twenty dollars ($329,920) 18
to the Town of Warrenton to be allocated as follows: 19
a. Thirty-five thousand dollars ($35,000) to purchase body cameras for 20
the Police Department. 21
b. Two hundred ninety -four thousand nine hundred twenty dollars 22
($294,920) to the Town of Warrenton for the needs of the Rural 23
Volunteer Fire Department, including self -contained breathing 24
apparatus, inflatable raft/boat, and HVAC and equipment upgrades. 25
(3) Four million dollars ($4,000,000) to the Town of Norlina for a new fire 26
station. 27

PART IV. LAKE GASTON 29
SECTION 4. There is appropriated from the General Fund to the Office of State 30
Budget and Management the sum of three hundred th ousand dollars ($300,000) in recurring 31
funds for each year of the 2025 -2027 fiscal biennium to be used for a multiyear project to treat 32
lyngbya spp., a cyanobacteria, in Lake Gaston. 33

PART V. EFFECTIVE DATE 35
SECTION 5. This act becomes effective July 1, 2025. 36
