A BILL TO BE ENTITLED 1
AN ACT TO PROVIDE FU NDING TO THE YMCA OF SOUTHEASTERN NORTH 2
CAROLINA FOR THE EXP ANSION OF THE MIDTOW N YMCA FACILITY IN 3
WILMINGTON. 4
Whereas, the YMCA of Southeastern North Carolina has provided programs and 5
served the people of New Hanover, Brunswick, Pender, and Sampson Counties since 1887; and 6
Whereas, the YMCA of Southeastern North Carolina is expanding its Midtown 7
YMCA in Wilmington to a 50,000 square foot facility on a 10 -acre property at a cost of fifteen 8
million dollars ($15,000,000); and 9
Whereas, the expanded Midtown YMCA facility will provide new fitness, aquatic, 10
and recreational spaces, out -of-school child care, sports, enrichment, and career development 11
opportunities for youth and families; and 12
Whereas, the expanded Midtow n YMCA is anticipated to offer 6,000 additional 13
members, a 50% growth in child care enrollment for preschool, afterschool, and summer day 14
camps, and the capacity to provide water safety lessons to all 2nd grade students in New Hanover 15
County; and 16
Whereas, the Midtown YMCA project is part of a public-private partnership with over 17
one-half of funding secured; and 18
Whereas, the YMCA of Southeastern North Carolina would be grateful for the 19
support of the General Assembly in securing a portion of funding for the Midtown YMCA 20
Expansion project; Now, therefore, 21
The General Assembly of North Carolina enacts: 22
SECTION 1. Notwithstanding G.S. 143C-5-2, there is appropriated from the 23
General Fund to the Office of State Budget and Management the sum of two million dollars 24
($2,000,000) in nonrecurring funds for the 2025-2026 fiscal year to be provided in the form of a 25
grant to the Young Men's Christian Association of Southeastern North Carolina, Inc., for the 26
expansion of the Midtown YMCA in Wilmington. 27
SECTION 2. This act becomes effective July 1, 2025. 28
