A BILL TO BE ENTITLED 1
AN ACT TO PROVIDE FU NDING TO THE SALVATION ARMY OF CAPE FEAR FOR A 2
COMMUNITY CENTER FACILITY IN WILMINGTON. 3
Whereas, the Salvation Army of Cape Fear has served the Wilmington area for over 4
135 years and continues to provide assistance to residents of New Hanover, Columbus, 5
Brunswick, Bladen, and Pender Counties; and 6
Whereas, the Salvation Army of Cape Fear recognizes and strives to address the 7
critical needs of at-risk communities through its seventeen million five hundred thousand dollar 8
($17,500,000) Build Hope Capital Campaign, including the planned construction of the Corps 9
Community Center, at a cost of seven million five hundred thousand dollars ($7,500,000), 10
benefitting eastern North Carolina; and 11
Whereas, the Corps Com munity Center will offer after -school tutoring, business 12
training, and recreational opportunities, while providing the surrounding underserved community 13
with much needed meeting space to the surrounding community; and 14
Whereas, the Corps Community Center wi ll also coordinate with New Hanover 15
County Emergency Management to serve as an emergency shelter during hurricanes for the area's 16
at-risk and homeless community, as well as the community in general; and 17
Whereas, the Corps Community Center and the Build Hop e Campaign is part of a 18
public-private partnership with nearly three-quarters of funding secured; and 19
Whereas, the Salvation Army of Cape Fear would be grateful for the support of the 20
General Assembly in securing a portion of funding for the Corps Communit y Center project; 21
Now, therefore, 22
The General Assembly of North Carolina enacts: 23
SECTION 1. Notwithstanding G.S. 143C-5-2, there is appropriated from the 24
General Fund to the Office of State Budget and Management the sum of two million dollars 25
($2,000,000) in nonrecurring funds for the 2025-2026 fiscal year to be provided in the form of a 26
grant to The Salvation Army to be used for the construction of the Corps Community Center in 27
Wilmington by the Salvation Army of Cape Fear. 28
SECTION 2. This act becomes effective July 1, 2025. 29
