A BILL TO BE ENTITLED 1
AN ACT DIRECTING THE STATE HEALTH DIRECT OR TO ISSUE A STATEW IDE 2
STANDING ORDER TO AL LOW PHARMACISTS TO D ISPENSE IVERMECTIN 3
WITHOUT A PRESCRIPTI ON; AND PROVIDING IM MUNITY FROM CIVIL OR 4
CRIMINAL LIABILITY F OR THE STATE HEALTH DIRECTOR AND ANY 5
PHARMACIST WHO DISPE NSES IVERMECTIN PURS UANT TO THE STATEWID E 6
STANDING ORDER. 7
The General Assembly of North Carolina enacts: 8
SECTION 1. Article 6 of Chapter 130A of the General Statutes is amended by 9
adding a new Part to read: 10
"Part 2A. Statewide Standing Order to Control the Spread of Disease. 11
"§ 130A-158.15. Statewide standing order for the dispensing of ivermectin. 12
(a) The State Health Director shall issue a statewide standing order authorizing a 13
pharmacist licensed under Article 4A of Chapter 90 of the General Statutes to dispense 14
ivermectin suitable for human use without a written prescription or consultation with a healthcare 15
professional. 16
(b) A pharmacist licensed under Article 4A of Chapter 90 of the General Statutes may 17
dispense ivermectin in accordance with the statewide standing order issued pursuant to 18
subsection (a) of this section. 19
(c) All of the following individuals are immune from any civil or criminal liability for 20
actions authorized by this section as follows: 21
(1) The State Health Director acting pursuant to this section. 22
(2) Any pharmacist who dispenses ivermectin pursuant to a statewide standing 23
order issued pursuant to subsection (a) of this section. 24
"§§ 130A-158.16. through 130A-158.20. Reserved for future codification purposes." 25
SECTION 2. The State Health Director shall issue the statewide standing order 26
authorized by G.S. 130A-158.15(a), as enacted by Section 1 of this act, by October 1, 2025. 27
SECTION 3. This act is effective when it becomes law. 28
