A BILL TO BE ENTITLED 1
AN ACT TO REQUIRE ED UCATOR PREPARATION P ROGRAMS OF CONSTITUE NT 2
INSTITUTIONS OF THE UNIVERSITY OF NORTH CAROLINA TO PRIORITI ZE 3
IN-STATE APPLICANTS FOR ADMISSION. 4
The General Assembly of North Carolina enacts: 5
SECTION 1. G.S. 116-11 is amended by adding the following new subdivision to 6
read: 7
"(8c) The Board of Governors shall adopt a policy requiring all educator preparation 8
programs of constituent institutions of The University of North Carolina to 9
give first priority for admission t o applicants who qualify as residents for 10
tuition purposes under the criteria set forth in G.S. 116-143.1 and in 11
accordance with the coordinated and centralized residency determination 12
process administered by the Authority." 13
SECTION 2. This act is effective when it becomes law and applies beginning with 14
applications for admission to an educator preparation program in the 2025-2026 academic year. 15
