AN ACT TO MAKE AVAILABLE COMPREHENSIVE FIREARM SAFETY INSTRUCTION 2
COURSES AT NORTH CAR OLINA COMMUNITY COLL EGES TO INDIVIDUALS 3
EIGHTEEN YEARS AND OLDER. 4
The General Assembly of North Carolina enacts: 5
SECTION 1.(a) Article 6A of Chapter 115D of the General Statutes reads as 6

"§ 115D-73. Firearm safety instruction course. 11
(a) The State Board of Community Colleges, in consultation with the North Carolina 12
Criminal Justice Education and Training Standards Commission, law enforcement agencies, and 13
firearms associations, shall develop the standards, curriculum, and criteria for instructors for a 14
comprehensive firearm safety instruction course. 15
(b) Each communi ty college shall offer the comprehensive firearm safety instruction 16
course in accordance with the requirements established by the State Board of Community 17
Colleges. The comprehensive firearm safety instruction course shall be offered each semester as 18
a noncurricular extension course to make the instruction as accessible as possible to all citizens 19
18 years and older who seek to enroll." 20
SECTION 1.(b) The State Board of Community Colleges shall develop the 21
comprehensive firearm safety instruction course required by this section no later than August 1, 22
2025. Community colleges shall offer the comprehensive firearm safety instruction course 23
beginning with the 2025 fall semester. 24
SECTION 2. There is appropriated from the General Fund to the Community 25
College System Office the sum of one million dollars ($1,000,000) annually in recurring funds 26
for the 2025 -2026 and 2026 -2027 fiscal years to develop and provide funds to community 27
colleges to establish a comprehensive firearm safety instruction course, as required by Section 1 28
of this act. 29
SECTION 3. Section 2 of this act is effective July 1, 2025. The remainder of this act 30
is effective when it becomes law. 31
