A BILL TO BE ENTITLED 1
AN ACT TO REQUIRE EACH PERSON SEEKING A HUNTING OR FISHING LICENSE IN 2
THIS STATE BE OFFERE D AN OPPORTUNITY TO REGISTER TO VOTE AND TO 3
PARTICIPATE IN THE ORGAN DONOR REGISTRY. 4
The General Assembly of North Carolina enacts: 5
SECTION 1. G.S. 113-275 is amended by adding a new subsection to read: 6
"(l) A person applying for any license under this Article shall be offered an opportunity 7
to participate in the Organ Donor Registry internet site established pursuant to G.S. 20-43.2 and 8
shall be offered a voter registration form . For persons applying online for a license or permit 9
under this Article, the Commission shall work with the State Board of Elections to mail a voter 10
registration form to any person opting to receive a voter registration form. After consultation 11
with the State Board of Elections and the Division of Moto r Vehicles, t he Wildlife Resources 12
Commission shall adopt rules for compliance with this subsection." 13
SECTION 1.5. Nothing in this act shall be construed to expand or otherwise 14
authorize online voter registration. 15
SECTION 2. This act becomes effective July 1, 2025, and applies to licenses issued 16
under Chapter 113 of the General Statutes on or after that date. 17
