A BILL TO BE ENTITLED 1
AN ACT TO ALLOW NONP UBLIC SCHOOLS TO REQ UEST RESIDENCY LICEN SES 2
FOR TEACHERS. 3
The General Assembly of North Carolina enacts: 4
SECTION 1. G.S. 115C-270.20(a) reads as rewritten: 5
"(a) Teacher Licenses. – The State Board shall adopt rules for the issuance of the following 6
classes of teacher licenses, including required levels of preparation for each classification: 7
… 8
(5) Residency License or RL. – A one-year license, renewable twice, that meets 9
both of the following requirements: 10
a. Is requested by the governing body of a public school unit and 11
accompanied by a certification of supervision from the recognized 12
educator preparation program in which the individual is enrolled.either 13
of the following entities and is accompanied by a certif ication of 14
supervision from the recognized educator preparation program in 15
which the individual is enrolled: 16
1. The governing body of a public school unit. 17
2. A nonpublic school that meets the requirements of Part 1 or 18
Part 2 of Article 39 of this Chapter. 19
3. A nonpublic school approved and monitored by the 20
Department of Public Instruction that provides services for 21
students with extraordinary costs. For the purposes of this 22
subsection, extraordinary costs shall include costs directly 23
attributable to providing the special education services on the 24
student's IEP. 25
b. The individual for whom the license is requested meets all of the 26
following requirements: 27
1. Holds at least one of the following: 28
I. A bachelor's degree. 29
II. An advanced degree. 30
2. Has either completed coursework relevant to the requested 31
licensure area or passed the content area examination relevant 32
to the requested licensure area that has been approved by the 33
State Board. 34
3. Is enrolled in a recognized educator preparation program. 35

4. Meets all other requirements established by the State Board, 1
including completing preservice requirements prior to 2
teaching. 3

SECTION 2. This act is effective when it becomes law and applies to applications 5
for residency licenses occurring on or after that date. 6
