A BILL TO BE ENTITLED 1
AN ACT AUTHORIZING THE NORTH CAROLINA COLLABORATORY TO STUDY THE 2
INCLUSION OF THE CLASSIC LEARNING TEST AMONG STANDARDIZED TESTS 3
CONSIDERED FOR UNDER GRADUATE ADMISSION A ND THE AWARD OF 4
SCHOLARSHIPS AT CONS TITUENT INSTITUTIONS OF THE UNIVERSITY O F 5
NORTH CAROLINA. 6
The General Assembly of North Carolina enacts: 7
SECTION 1.(a) The North Carolina C ollaboratory shall study the viability of 8
including Classic Learning Test scores as a part of an application for admission or award of 9
scholarship to a constituent institution of The University of North Carolina. In conducting this 10
study, the Collaboratory shall seek input from The University of North Carolina and the James 11
G. Martin Center for Academic Renewal. As a part of the study, the Collaboratory shall 12
determine: 13
(1) Whether an applicant's score on the Classic Learning Test serves the purpose 14
of aidi ng constituent institutions in determining (i) an applicant's 15
qualifications for undergraduate admission and (ii) an applicant's 16
qualifications for award of scholarships funded in whole or in part with State 17
funds and administered by an entity of The University of North Carolina. 18
(2) Whether an applicant's performance on the Classic Learning Test is predictive 19
of college success. 20
(3) Whether a score on the Classic Learning Test can be deemed concordant with 21
a score on the SAT or ACT such that The University of North Carolina could 22
use an applicant's score on the Classic Learning Test interchangeably with a 23
score on the SAT or ACT for the purposes of setting minimum requirements 24
for admission and awarding scholarships. 25
(4) The financial, operational, and administrative cost to The University of North 26
Carolina and constituent institutions associated with accepting an applicant's 27
score on the Classic Learning Test in addition to accepting an applicant's score 28
on the SAT or ACT. 29
(5) The financial, operational, an d administrative cost to the State of adding the 30
CLT10 to the list of standardized tests offered one time and at no cost to the 31
student for every student in the eighth through tenth grades who has completed 32
Algebra I or who is in the last month of Algebra I pursuant to 33
G.S. 115C-174.18. 34

SECTION 1.(b) The Collaboratory shall make a final report on its study to the Joint 1
Legislative Education Oversight Committee no later than December 15, 2025. 2
SECTION 2. This act is effective when it becomes law. 3
