AN ACT TO APPROPRIAT E FUNDS FOR THE EXPA NSION OF STATEWIDE L OCAL 2
REENTRY COUNCIL SERVICES. 3
The General Assembly of North Carolina enacts: 4
SECTION 1. There is appropriated from the General Fund to the Department of 5
Adult Correction the sum of two million two hundred sixty-one thousand dollars ($2,261,000) in 6
recurring funds beginning in the 2026-2027 fiscal year to be allocated in equal amounts to eac h 7
of the 17 local reentry councils in the State for the purpose of hiring at each local reentry council 8
one permanent, full -time Housing Support Specialist position and one permanent, full -time 9
Support Specialist position. 10
SECTION 2. There is appropriated from the General Fund to the Department of 11
Adult Correction the sum of three million eight hundred twenty -five thousand dollars 12
($3,825,000) in recurring funds beginning in the 2026 -2027 fiscal year to be allocated in equal 13
amounts to each of the 17 local reentry councils in the State for the purpose of providing reentry 14
rental assistance to individuals served by each council. Funds appropriated by this section shall 15
not revert and shall be available to each local reentry council for the purpose of providing reentry 16
rental assistance until the funds are expended. 17
SECTION 3. There is appropriated from the General Fund to the Department of 18
Adult Correction the sum of eight hundred sixty-seven thousand dollars ($867,000) in recurring 19
funds beginning in the 2026-2027 fiscal year to be allocated in equal amounts to each of the 17 20
local reentry councils in the State for the purpose of providing transportation vouchers to 21
individuals on post -release supervision served by each council. Funds appropriated by this 22
section shall not revert and shall be available to each local reentry council for the purpose of 23
providing transportation vouchers to individuals on post -release supervision until the funds are 24
expended. 25
SECTION 4. There is appropriated from the General Fun d to the Department of 26
Adult Correction the sum of one hundred forty thousand dollars ($140,000) in recurring funds 27
beginning in the 2026 -2027 fiscal year to be provided to contract with Central Piedmont 28
Community College and Fayetteville Technical Communi ty College for the purpose of hiring 29
one full-time Reentry Education Navigator position at each community college to serve the needs 30
of justice-involved students. 31
SECTION 5. There is appropriated from the General Fund to the Department of 32
Adult Correction the sum of twenty -five thousand dollars ($25,000) in nonrecurring funds for 33
the 2026-2027 fiscal year to be allocated to the State Reentry Council Collaborative to be used 34
to develop online professional development modules focused on teaching State agenci es, 35

educational institutions, and other nongovernmental stakeholders how best to serve individuals 1
with criminal records. 2
SECTION 6. This act becomes effective July 1, 2026. 3
