Short Title: Durham/Reduce Speed Limits. (Local)

A BILL TO BE ENTITLED 1
AN ACT TO REDUCE THE SPEED LIMITS TO TWE NTY-FIVE MILES PER H OUR ON 2
RESIDENTIAL STREETS IN DURHAM EXPERIENCI NG CONGESTION, AS 3
DETERMINED BY THE CITY OF DURHAM'S TRANSPORTATION DEPARTMENT. 4
The General Assembly of North Carolina enacts: 5
SECTION 1. Notwithstanding G.S. 20-141(b)(1), it shall be unlawful to operate a 6
vehicle in excess of 25 miles per hour on residential streets in Durham experiencing congestion, 7
as determined by the City of Durham's Transportation Department. 8
SECTION 2. This act applies only to the City of Durham. 9
SECTION 3. This act becomes effective December 1, 2025, and applies to offenses 10
committed on or after that date. 11
