A BILL TO BE ENTITLED 1
AN ACT TO APPROPRIAT E FUNDS TO PROVIDE F INANCIAL SUPPORT TO NORTH 2
CAROLINA FOR MILITAR Y EMPLOYMENT FOR WOR KFORCE DEVELOPMENT 3
AND VETERAN EMPLOYME NT INITIATIVES AND T O REQUIRE ANNUAL 4
REPORTS. 5
The General Assembly of North Carolina enacts: 6
SECTION 1. There is appropriated from the General Fund to the Department of 7
Commerce the sum of four hundred fifty thousand dollars ($450,000) in recurring funds for each 8
year of the 2025-2027 fiscal biennium to provide financial support to North Carolina for Military 9
Employment (NC4ME) for workforce development and veteran employment initiatives. NC4ME 10
shall use these funds to support its programs, including: 11
(1) Employer engagement and training to hire military talent. 12
(2) Job fairs and hiring ev ents tailored to transitioning service members and 13
veterans. 14
(3) Outreach and support services for military spouses seeking employment. 15
SECTION 2. By October 1 of each year, North Carolina for Military Employment 16
shall report to the Department of Commerce and the Joint Legislative Oversight Committee on 17
General Government on the following: 18
(1) A detailed account of how funds were utilized. 19
(2) Metrics on the number of veterans, transitioning service members, and 20
spouses served. 21
(3) Outcomes related to employment placements and employer partnerships. 22
SECTION 3. This act becomes effective July 1, 2025. 23
