AN ACT TO REQUIRE TH E CENTER FOR SAFER S CHOOLS TO DEVELOP A 2
PRESENTATION ON THE CONSEQUENCES OF GUN USE AND TO REQUIRE 3
LOCAL SCHOOL ADMINISTRATIVE UNITS TO PROVIDE THE PRESENTATION TO 4
ALL STUDENTS IN GRADE SEVEN AND GRADE NINE IN PUBLIC SCHOOL UNITS. 5
The General Assembly of North Carolina enacts: 6
SECTION 1. G.S. 143B-1209.59(c) is amended by adding a new subdivision to read: 7
"(2b) Develop and update, as necessary, an interactive presentation on the legal, 8
medical, and emotional consequences of youth gun possession, substance 9
abuse, gun violence, and gun safety for students in grade seven and grade nine. 10
The Center shall provide training and materials for the presentation to all local 11
school administrative units and shall provide training and materials to any 12
other public school unit which requests to voluntarily give the presentation." 13
SECTION 2. G.S. 115C-47 is amended by adding a new subdivision to read: 14
"(70) Duty to provide presentation on consequences of gun use. – Each local school 15
administrative unit shall provide a presentation in accordance with 16
G.S. 143B-1209.59(c)(2b) to all students in grade seven and grade nine. No 17
later than 14 days prior to the date on which the presentation is to be given, 18
the local school administrative unit shall ensure that all parents of students 19
that will be receiving the presentation are given notice of the presentation and 20
the opportunity to opt the student out of receiving the presentation." 21
SECTION 3. There is appropriated from the General Fund to the Department of 22
Public Instruction the sum of nine hundred thousand dollars ($900,000) in recurring funds for the 23
2025-2026 fiscal year for the Center for Safer Schools to provide training and materials to enable 24
local school administrative units and other voluntary public school units to give a presentation 25
on the consequences of gun use to students in grade seven and grade nine in accord ance with 26
G.S. 143B-1209.59(c)(2b), as enacted by this act. 27
SECTION 4. This act becomes effective July 1, 2025, and applies beginning with 28
the 2026-2027 school year. 29
