AN ACT TO EXEMPT REC ORDS CONTAINING REVE NUE SHARING INFORMAT ION 2
FROM PUBLIC RECORDS REQUIREMENTS; TO ALL OW CONSTITUENT 3
INSTITUTIONS TO CLASSIFY ALL GRADUATE STUDENT-ATHLETES RECEIVING 4
FULL SCHOLARSHIPS AS NORTH CAROLINA RESI DENTS FOR TUITION 5
PURPOSES; TO EXPAND PERMITTED SALE OF AL COHOLIC BEVERAGES IN 6
CONNECTION WITH UNIV ERSITY SPONSORED SPO RTS EVENTS; AND TO 7
REMOVE CERTAIN LIMITATIONS ON RAFFLES CONDUCTED BY CONSTITUENT 8
INSTITUTIONS AND ASSOCIATED NONPROFIT ORGANIZATIONS. 9
The General Assembly of North Carolina enacts: 10

PART I. EXEMPT RECOR DS CONTAINING REVENU E SHARING INFORMATIO N 12
FROM PUBLIC RECORDS REQUIREMENTS 13
SECTION 1. G.S. 132-1.2 reads as rewritten: 14
"§ 132-1.2. Confidential information. 15
Nothing in this Chapter shall be construed to require or authorize a public agency or its 16
subdivision to disclose any information that: 17

(12) Reveals records held by a constituent institution of The Univ ersity of North 19
Carolina containing information pertaining to the constituent institution's (i) 20
overall revenue sharing budget, (ii) allocations of its revenue sharing budget 21
by team or program , or (iii) allocations of its revenue sharing budget to 22
individual student -athletes. For the purposes of th is subdivision, "revenue 23
sharing budget" means the revenue that a constituent institution has authorized 24
to be paid to student-athletes." 25

SECTION 2. G.S. 116-143.6 reads as rewritten: 29
"§ 116-143.6. Full scholarship students attending constituent institutions. 30
(a) Notwithstanding any other provision of law, if the Board of Trustees of a constituent 31
institution of The University of North Carolina elects to do so, it may by resolution adopted 32
consider as residents of North Carolina all persons who receive full scholarships to the institution 33
from entities recognized by the institution and attend the institution as undergraduate or graduate 34

students. The aforesaid persons shall be considered resident s of North Carolina for all purposes 1

CONNECTION WITH COLLEGE SPORTS EVENTS 6
SECTION 3. G.S. 18B-1006(a) reads as rewritten: 7
"§ 18B-1006. Miscellaneous provisions on permits. 8
(a) School and College Campuses. – No permit for the sale of alcoholic beverages shall 9
be issued to a business on the campus or property of a public school, college, or university. This 10
subsection shall not apply to the following: 11

(10) A stadium, athletic facility, or arena on the campus or property of a public 13
college or university, if the Board of Trustees of the public college or 14
university has voted to allow the issuance of permits for use at that stadium, 15
athletic facility, or arena. If a Board of Trustees votes to allow the issuance of 16
permits in accordance with this subdivision, the Board of Trustees shall 17
provide written notice to the Commission that it has voted to allow the 18
issuance of permits. Any permit described in G.S. 18B-1001, 18B-1002(a)(2), 19
or 18B-1002(a)(5) may be issued pursuant to this subdivision to applicants 20
meeting the requirements for the requested permit. Notwithstanding the 21
issuance of a mixed beverages permit pursuant to G.S. 18B-1001(10), this 22
subdivision does not authorize the sale of mixed beverages when the stadium, 23
athletic facility, or arena is being used for a sports event sponsored by the 24
public college or university. This subdivision does not apply to any sales 25
authorized under subdivisions (1) through (8) of this subsection. For purposes 26
of this subdivision, the premises of a stadium, athletic facility, or arena shall 27
include any area that meets all of the following requirements: 28
a. Is either of the following: 29
1. Is within 500 feet of the furthest exterior building wall, 30
perimeter fence, or permanent fixed perimeter.perimeter of the 31
stadium, athletic facility, or arena. 32
2. Is within a designated satellite area on the campus or property 33
of the public college or univ ersity during the period of time 34
beginning six hours before a sports event sponsored by the 35
public college or university in the stadium, athletic facility, or 36
arena and ending three hours after the conclusion of the sports 37
event. 38
b. Is designated by the stadium, athletic facility, or arena in a map or 39
written description that clearly defines the boundary of the area, and 40
that map or written description is included in the permit application. 41
c. Can be designated in a manner that enables the stadium, athlet ic 42
facility, or arena to ensure compliance with the provisions of this 43
Chapter. 44
