A BILL TO BE ENTITLED 1
AN ACT TO REALLOCATE CERTAIN FUNDS APPRO PRIATED TO THE NORTH 2
CAROLINA CIVIL WAR & RECONSTRUCTION HISTORY CENTER FOR CRITICAL 3
COMMUNITY INFRASTRUC TURE, EDUCATION, AND MENTAL HEALTH 4
SERVICES IN CUMBERLAND COUNTY. 5
The General Assembly of North Carolina enacts: 6
SECTION 1. Funds appropriated to the North Carolina Civil War & Reconstruction 7
History Center Foundation in S.L. 2021-180 and to the Cape Fear Historical Complex Foundation 8
in S.L. 2023 -234 and in the Committee Reports accompanying both those acts for the North 9
Carolina Civil War & Reconstruction History Center (collectively, the prior appropriations) that 10
remain unspent and unencumbered as of the effective date of this act shall, notwithstanding any 11
other provision of l aw to the contrary, revert to the Office of State Budget and Management 12
(OSBM) to be reallocated as provided in Section 2 of this act. The Department of Natural and 13
Cultural Resources shall, within 30 days of the effective date of this act, provide an acco unting 14
of the prior appropriations to the Joint Legislative Commission on Governmental Operations, the 15
Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources, and 16
the Fiscal Research Division. 17
SECTION 2. Funds reverted to the OSBM pursuant to Section 1 of this act shall be 18
reallocated in the following proportions, and these funds are appropriated for the indicated 19
purposes: 20
(1) Forty percent (40%) to the City of Fayetteville, to be used for community 21
mental health programs, pedestrian safety projects, workforce development, 22
and a local transportation connectivity study. 23
(2) Thirty percent (30%) to the Town of Hope Mills for the Town's Community 24
Center. 25
(3) Thirty percent (30%) to Cumberland County for the Gray's Creek Water and 26
Sewer District for water and wastewater infrastructure, expansion of youth 27
mental health and substance abuse treatment services, preconstruction 28
activities for the regional aquatic center project, the emergency services 29
mobile incident command unit, an d for digital dispatch equipment for the 30
Cumberland County Fire Chiefs Association. 31
SECTION 3. Section 2 of this act is effective July 1, 2025. The remainder of this act 32
is effective when it becomes law. 33
