Short Title: Critical Campus Funding Repairs. (Public)

A BILL TO BE ENTITLED 1
AN ACT TO PROVIDE FUNDING TO NORTH CAROLINA CENTRAL UNIVERSITY FOR 2
NEEDED CAMPUS REPAIRS. 3
The General Assembly of North Carolina enacts: 4
SECTION 1. There is appropriated from the State Capital and Infrastructure Fund, 5
established in G.S. 143C-3-4.1(a), to the Board of Governors of The University of North Carolina 6
the sum of one hundred sixty -nine million dollars ($169,000,000) in nonrecurring funds for the 7
2025-2026 fiscal year to be allocated to North Carolina Central University to be used for the 8
following: 9
(1) One hundred million dollars ($100,000,000) for campus -wide use to address 10
critical HVAC, fire safety, and building code deficiencies to rep air, upgrade, 11
and replace failing plumbing, HVAC infrastructure, fire alarm, building code, 12
and mechanical systems across the campus. 13
(2) Nine million dollars ($9,000,000) for campus -wide roof replacements and 14
building envelope repairs to prevent further d amage and reduce future costs 15
to prevent water damage, mold growth, and further structural deterioration 16
across campus. 17
(3) Sixty million dollars ($60,000,000) to replace failing electrical, storm and 18
domestic water, and steam distribution infrastructure; overhaul electrical and 19
steam distribution systems to prevent energy loss and reduce the associated 20
costs; and replace systems and their components that are at end -of-life and 21
require immediate replacement. 22
SECTION 2. This act becomes effective July 1, 2025. 23
