AN ACT TO PROVIDE FUNDS FOR UPGRADING ORPHAN ROADS IN MECKLENBURG 2
COUNTY. 3
Whereas, Grand Palisades Parkway, located in the City of Charlotte, is a privately 4
maintained road that was dedicated for public use in 2004, if not earlier; and 5
Whereas, the general public uses Grand Palisades Parkway on a daily basis; and 6
Whereas, the following schools have bus routes that travel by way of Grand Palisades 7
Parkway: 8
Rea Farms STEAM Academy, 9
Charles Parker Elementary, 10
Palisades High School, 11
Collinswood Language Academy, 12
Gaston Day, 13
Hawthorne Academy High School, 14
Kennedy Middle School, 15
Huntingtowne Farms Elementary School, 16
Metro School, 17
Northwest School of the Arts, 18
Olympic High School, 19
Park Road Montessori Elementary School, 20
Palisades Elementary School, 21
Phillip O. Berry High School, 22
Randolph Middle School, 23
SAIL Academy, 24
South Mecklenburg High School, 25
Southwest Middle School, 26
UNCC Early College, 27
Winget Park Elementary School, 28
River Gate Elementary School; and 29
Whereas, Grand Palisades Parkway could be a Catawba Nuclear Station emergency 30
evacuation route; and 31
Whereas, it is in the public interest for the Department of Transportation to accept 32
Grand Palisades Parkway for maintenance; Now, therefore, 33
The General Assembly of North Carolina enacts: 34
SECTION 1. There is appropriated from the General Fund to the Office of State 35
Budget and Management the sum of five million dollars ($5,000,000) in nonrecurring funds for 36

the 2025-2026 fiscal year to provide a directed grant to Mecklenburg County for the repair and 1
improvement of various orphan roads in non-municipal areas of the County, which would allow 2
the North Carolina Department of Transportation to accept these roads for State maintenance. 3
SECTION 2. Notwithstanding G.S. 136-102.6, the Department o f Transportation 4
shall make all necessary improvements to Grand Palisades Parkway in accordance with the 5
minimum standards of the Board of Transportation for acceptance of a subdivision street, after 6
which the Department shall accept Grand Palisades Parkwa y to the State highway system for 7
maintenance. 8
SECTION 3. There is appropriated from the Highway Fund to the Department of 9
Transportation the sum of seven hundred fifty thousand dollars ($750,000) in nonrecurring funds 10
for the 2025-2026 fiscal year to make the improvements required in Section 2 of this act. 11
SECTION 4. This act becomes effective July 1, 2025. 12
